Description
This is the PRESOLICITATION NOTICE for the TRICARE Medicare Eligible Program (TMEP) formerly named, TRICARE Dual-Eligible Fiscal Intermediary Contract (TDEFIC). The Contracting Officer anticipates issuing the Request for Proposal (RFP) on Federal Business Opportunities (fbo.gov) on or about June 21, 2019. This TMEP acquisition is for a new contract for the continuation of comprehensive health care claims processing, customer support and other associated administrative services (e.g. submission of TRICARE encounter data and provider certification) on behalf of dual-eligible Medicare/TRICARE beneficiaries for healthcare services received in the United States, Puerto Rico, Guam, the US Virgin Islands, American Samoa and the Northern Mariana Islands. The total eligible population for TMEP is approximately 2.1 million beneficiaries. Chapter 55, Title 10, USC; and Title 32, National Defense, Code of Federal Regulations (CFR) Part 199, outline the benefit structure, administrative functions and the various health care programs, including TMEP. The Contracting Officer anticipates the TMEP solicitation will use full and open competition and tradeoff best-value source selection procedures which will result in the award of a Fixed-Price contract. The period of performance will include a 12-month transition-in period, plus six (6) 1-year option periods. Transition-out will occur concurrently with the last option period exercised. A Draft RFP HT940218R0005 was posted on fbo.gov on October 02, 2018. The Contracting Officer plans to issue the solicitation on or about June 21, 2019. The due date for proposal submission is anticipated to be on or about August 5, 2019. Paper copies of the solicitation will not be available. In order to receive emails concerning the status of this solicitation, interested parties are strongly encouraged to register as vendors on www.fbo.gov and then sign up as interested vendors for the TMEP Solicitation HT940219R0003. Any future information on this acquisition (statement of work, specifications, solicitation, etc.) will be posted on www.fbo.gov. It is the responsibility of the prospective offeror to review this site regularly for updates and/or changes. For clarification, TDEFIC and TMEP may be used interchangeably during this procurement.
