Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent is to notify potential offerors of a proposed contract action. A sources sought notice was posted on April 8, 2019 under synopsis N4008519R9131 to determine availability and capability of small businesses to perform the requirement. Based on market research results, the procurement will be solicited on an unrestricted basis with full and open competition. NAVFAC Mid-Atlantic ™s Office of Small Business Programs concurs with the determination to solicit as an unrestricted procurement. This project will design and construct a Supply Warehouse, Vehicle Maintenance Facility, Electronics/ Communications Maintenance Facility, Parachute Maintenance Facility, Boat Maintenance Facility, and HAZMAT Storage Facility for the 2nd Radio Battalion at Camp Lejeune, North Carolina. Construction includes low rise steel frames facilities with reinforced concrete masonry unit with reinforced masonry walls, brick veneer, reinforced concrete floors and standing seam metal roof. The Supply Warehouse includes administrative and support space, storage bays, secured storage, and shipping/receiving area. The Automotive Vehicle Maintenance Shop includes administrative and support space, work bays for inspection, maintenance and repair of transportation equipment, classrooms, and storage areas for parts and supplies. The Electronics Communications Maintenance Shop includes administrative and support space, equipment maintenance and training areas, and storage areas for parts and supplies. The Parachute Maintenance Facility includes a parachute washing area with drying tower, administrative and support space, training area, sewing and fabrication room, and parachute packing and storage areas. The Boat Maintenance Facility includes administrative and support space, parts storage, boat maintenance area, engine test area, and battery storage. Procurement Method: Contracting by Negotiation. Source Selection Process: Best Value Tradeoff Process. Contract Type: Firm Fixed Price. NAICS Code: 236220. Size standard: $36.5M. Magnitude of construction: Between $25,000,000 and $100,000,000. The proposed solicitation will be full and open competition utilizing two-phase design-build selection procedures in accordance with FAR 36.3. The solicitation utilizes source selection procedures which require offerors to submit non-cost/price proposals and cost/price proposals in accordance with FAR Part 36.3 and Part 15 for evaluation by the Government. Large business concerns are required to submit a subcontracting plan prior to award of the contract. Offerors shall submit with their offer a bid bond of $3,000,000 / 20% of the amount for Davis Bacon Act (DBA) work. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The approximate Solicitation Release Date of the solicitation is anticipated to be 24 June 2019 and will be posted on the Navy Electronic Commerce Online (NECO) website under solicitation number N4008519R9131.
