- NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire Engineering and Maintenance services for the Washington Very Long Baseline Interferometry (VLBI) Correlator. The contractor will provide engineering support for the U.S Naval Observatory ™s DiFX Interagency Correlator. The Correlator is essential for meeting the mission requirement of providing hi-precision Earth Orientation for the Department of Defense (DOD). There are four elements within this engineering support task: (a) HOPS and difx2mark4 post-correlation support These two programs are required to convert the software correlator output to the observables from which the geodetic parameters can be estimated. They may change either because improvements to the model are being made, because new capabilities are required, such as adoption of the VGOS broadband system, or because corrections must be made. These programs were written by, and are maintained by Haystack personnel, principally for geodetic applications. Any changes in the programs will be provided to the USNO. In addition, requests for modification of the programs to satisfy specific USNO requirements will in general be accommodated. (b) Consultation for Special Processing: Occasionally, situations may arise where unusually complex geodetic experiments must be processed on the software correlator, or where difficulties encountered during the VLBI data collection experiments may need special treatment during processing. Contractor personnel shall consult with the processing personnel at USNO and advise them, via telephone or email communication, on approaches to overcome the complex or difficult situations, and on diagnosing problems at the VLBI stations. (c) Assistance with e-vlbi capability The contractor shall provide support and consultation for network connections at USNO and Kokee related to all VLBI activity. In particular the contractor shall: troubleshoot e-vlbi connections into USNO; troubleshoot e-vlbi connections to network stations; assist with improving network connectivity to Kokee; and assist with improving network connectivity within Kokee. In support of this activity, the contractor may be asked for advice on the procurement of computer parts, such as NICs, power supplies, and servers, to maintain or upgrade the e-vlbi connections. On rare occasions it may be necessary for Haystack personnel to travel to either the USNO or to Kokee Geophysical Observatory to perform needed repairs or consultation. Such trips will be kept to a minimum by use of telecons, e-mail, and other forms of communication. Any travel must be requested and receive prior approval by USNO personnel. (d) Maintain a data depot for validating potentially compromised VLBI data The contractor will be responsible for receiving data from sources thought to be a risk to connect directly to the DiFX correlator ™s DMZ servers, storing such data temporarily until it can be received by USNO correlator personnel. 1. Act as a buffer for eVLBI transfers from potentially compromised sources. Validate incoming data for proper format and content. The contractor will, using their unique knowledge of the VLBI data format, scan the incoming data for tampering or defects. 3. Make the validated data available to USNO for eVLBI transfer and correlation. The contractor, once validation is complete and the data determined to be safe, will make the data available for transfer to USNO servers. Period of Performance The initial period of performance will be from September 17 2019 through September 16 2020 with options for travel reimbursement and for materials needed to support the main functions. There will be four additional options for the main function of the contract and associated options for travel and materials.
