- NOTICE OF INTENT TO AWARD A SOLE SOURCE: The Immigration and Customs Enforcement (ICE), Office of Acquisition Management, Investigations and Operations Support- Dallas office intends to award a sole-source purchase order with Viken Detection Corporation, Inc. to provide the HBI-120 handheld backscatter device with training that meets the following minimum salient characteristics. (a) The handheld x-ray unit must be able to image threats through 3.0mm steel thickness (b) The handheld x-ray unit must be lightweight (<9 lbs) (c) The handheld x-ray unit must be a single integrated system. (d) The unit must have a built-in flashlight. (e) The handheld x-ray unit must have a built-in digital camera. The intended procurement is classified under North American Industry Classification System (NAICS) 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. STATUTORY AUTHORITY: In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. THIS SPECIAL NOTICE IS NOT A SOLICITATION or request for competitive offers, quotations or proposals. It does not constitute a commitment or an obligation by the Government. No solicitation package is available. Interested parties must provide evidence of their capabilities to fulfill the requirement within five (5) calendar days after date of publication of this notice to Ahisha L. Alexander, Contracting Officer, at Ahisha.L.Alexander@ice.dhs.gov. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
