Description
Combined Solicitation/Synopsis for 140F0319Q0041 The U. S. Fish and Wildlife Service is issuing a combined synopsis/solicitation for the Supply, delivery, spread and/or stockpile various types of rock on an as-needed basis to Genoa National Fish Hatchery (NFH) not to exceed 2,100 tons for the total order each year (Base plus the possibility of 4 option years). Types of rock will include the following: 3/4 inch gravel assorted; 3/4 inch screened rock limestone, 5 inch minus breaker run. Rock will be used for dike road and pond rehabilitation at the Genoa National Fish Hatchery in Genoa, Wisconsin. The riprap source must be identified and produced from sources currently approved by the USFWS staff at Genoa NFH in accordance with specifications description found in the attached Scope of Work. The supply, delivery and stockpile and/or spread of this riprap will be on the Genoa National Fish Hatchery. Commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and supplemented with additional information included in this notice. This solicitation, and any subsequent award, incorporates provisions and clauses in effect through Federal Acquisition Circular 2009-1-1. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-2, Evaluation - Commercial Items; 52.212-3 - Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, contract Terms and Conditions Required to implement Statutes or Executive Orders - Commercial Items, 52.219-4. This requirement is set-aside for Total Small Business in accordance with FAR Subpart 19-502-2, and only qualified offerors may submit a quote. The NAICS code is 212321 Construction Sand and Gravel Mining with a size standard is 500 Employees. Also acceptable, NAICS; 212311, 212312, 212319. This solicitation will result in a firm fixed price contract with a period of performance of a Base year plus the possibility of four additional option years. Please review the attachments posted. The government reserves the right to award none, any or all of the bid options in any order. Unit of issue is ton. Unit prices quoted shall be per ton and include the supply, delivery, stockpile and/or spread of ordered material as indicated in SCOPE OF WORK. This project is located on Genoa National Fish Hatchery property. The contractor shall provide all labor, tools, equipment, materials and supervision required to provide gravel to locations defined in the SCOPE OF WORK. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote. THESE REGISTRATIONS MUST BE COMPLETED BEFORE TIME OF AWARD.
