- This is a combined synopsis/solicitation for a Brand Name or Equal requirement for two (2) Electrosurgical Unit Analyzers, as prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Brand Name Reference is Fluke QA-ES III. This announcement constitutes the only solicitation; quotes are being requested and a solicitation will not be issued. A firm-fixed price purchase order is anticipated. The solicitation is 36C24419Q0771 and is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. Crescenz VA Medical Center (CMCVAMC), Philadelphia, PA has a brand name or equal requirement for two (2) Electrosurgical Unit Analyzers. The Electrosurgical Unit Analyzer is used to perform testing necessary to complete device preventive maintenance and corrective maintenance on electrosurgical units. System requirements/Salient Characteristics - The ESU analyzer must be able to test power (in Watts), HF current (in milliamps), and test load (in ohms) - The ESU analyzer operating voltage must accommodate a specified range of 115V ac/230 V ac - The ESU analyzer must be able to operate between 65 degrees Fahrenheit to 90 degrees Fahrenheit - The ESU analyzer weight must not exceed 20 pounds - The ESU analyzer must perform to IEC 601 2-2, 1289-2, ANSI/AAMI standards Installation - Working with the CMCVAMC project management team, the vendor will be responsible for coordinating and performing device shipment and installation. Warranty and Service - Service and Operator Manuals The vendor shall provide the following documentation for the proposed system: - Two (2) copies of operator's instruction manual - Warranty The system and accessories shall be covered under the manufacturer s warranty, such that equipment is guaranteed free from defects in material and workmanship under normal use and operation for a period of one year following shipment to the VAMC. The manufacturer s factory-trained field service personnel shall perform installation and maintenance during the warranty period. Delivery Delivery is required as outlined in the solicitation document. Quotes are to be submitted FOB Destination Only, NLT 30 days ARO, with delivery made to the Corporal Michael J. Crescenz VA Medical Center (CMCVAMC), 3900 Woodland Avenue, Philadelphia, PA 19104. Period of Performance: The contractor shall have the items delivered no later than 30 days ARO. METHOD OF AWARD The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
