- General: The National Park Service, Department of Interior, is soliciting quotations from construction firms having the capability to perform the work described as follows: Complete repainting of the museum basement at Ulysses S. Grant National Historic Site. This will include approximately 8,000 square feet of walls, 3,000 square fet of ceilings, and a stairwell to include metal rails and stairs. Moving of furniture will be required as needed for preparation and painting. The site location is Ulysses S. Grant National Historic Site 7400 Grant Road, St. Louis, Missouri 63123 Solicitation Number: 140P6219Q0022. The quoter selected shall furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of this project. Type of Acquisition: A negotiated (with the possibility to award without discussions), firm-fixed price contract will be awarded requiring submission of both a technical and a price proposals. The government will consider a quoter's technical approach, past performance, and price to determine the Lowest Priced, Technically Acceptable (LPTA) quote to the government. The NAICS code for this project is 238320 and the small business size standard is $15.0 million. In accordance with FAR Subpart 36.204, the estimated price range for this contract is less than $25,000. This solicitation is advertised as a 100% Total Small Business Set-aside. This solicitation will be issued electronically, on www.fbo.com or https://www.fedconnect.net/FedConnect/Default.htm on or about 12 June 2019. Potential quoters will be required to visit either website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. All responsible Small Business sources may submit a quote that will be considered. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business and economically disadvantaged women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
