- Montana VA Healthcare System (MTVAHCS) requires a qualified female Clinical Spiritual Counselor to provide no more than five (5) counseling sessions per week to a maximum of five (5) eligible Veteran patients, within a 12-month period. Services must be accomplished in a cost effective, safe, efficient, secure and responsive manner for the VA and in support of the VA Mission. Services are required for the period of performance and at the location outlined in this PWS. Location: Services are performed at contractor s location. Contractor must provide an office for Veteran counseling appointments to occur with at least one location in the State of Montana providing availability for walk-ins for eligible Veterans to use if they choose. Contractor must also be able to provide a method for Veteran counseling appointments to occur through the non-VA telehealth medium of VSee. Phone to phone contact for emergency intervention or administrative duties with the Veteran are also desired. This is a non-personal services contract. The Contractor, it s employees, agents and subcontractors shall not be considered government employees for any purpose. Contractor shall furnish all labor, materials, parts, equipment, tools, insurances, licenses, certifications and supervision necessary to provide services in accordance with this Performance Work Statement (PWS) and contract. The Contractor is responsible for all charges, fees, applications and procurement of all permits, licenses, registrations and certificates, pursuant to lawful application of the provision of services. For a contract of this size, scope and complexity, the successful Contractor must perform with a quality and a professional manner as recognized by commercial industry standards as good to excellent. The Contractor is expected to provide a turnkey operation following award of contract. Background This requirement will fill a gap in the services already being provided by the Social Services Department at MTVAHCS. Social Services are tasked with ensuring they meet every eligible Veteran s needs in the best way possible, as part of meeting the VA Mission. Current Veteran patients have requested only to be seen by a female Clinical Spiritual Counselor, to the exclusion of others, and this cannot be met by the existing team of VA Counselors within the VA Social Services Department at this facility. Qualifications Contractor must maintain qualifications for the term of this contract, as outlined below. A qualified contractor is one who meets the following requirements. All practitioners of clinical spiritual counseling need to be certified and current as a Licensed Clinical Christian Counselor (LCCC) with the National Christian Counselors Association and have at least an MA or MS within a type of counseling field. All providers will have to complete all required VA annual training, as applicable. VENDORS MUST REFER TO SECTION E OF THE SOLICITATION TO RESPOND APPROPRIATELY WHEN PROVIDING A QUOTE.
