SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR PROPOSAL BUT INFORMATION AND PLANNING PURPOSES ONLY! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Acquisition strategy has not yet been determined; market research results will assist the United States Air Force in determining whether this requirement can be a small business set-aside. No decisions have been made regarding socioeconomic program set asides. Responses to this sources sought will help the Government identify capable sources and develop acquisition strategy for the upcoming acquisition. The North American Industry Classification Systems Code (NAICS) proposed for this requirement is 237130 with a size standard of $36.5M. In accordance with FAR 36.204(g), the magnitude of this project is between $5,000,000 and $10,000,000. Project Scope: Replace four existing load control generators at South Substation with new generators that meet Reciprocating Internal Combustion Engines (RICE) National Emission Standards for Hazardous Air Pollutants (NESHAP) and other applicable air quality rules. Replacement generators shall produce not less than 6.6 MW of power to remain in compliance with existing Commercial/Industrial Load Control (CILC) Program agreement. The proposed project includes the following items: • Construction of concrete pads for the gen sets, control room, fuel tanks, and diesel exhaust fluid (DEF) tank • Installation of three (3) replacement Caterpillar Model 3516-HD, Factory Certified Tier 4 final generator sets with a combined power of 6,750 kW each enclosed in a housing structure • Installation of a DEF tank in a temperature controlled structure • Relocation of two existing dual compartment 500-gallon aboveground storage tanks (ASTs) • Relocation of existing 8,000-gallon AST • Fuel piping • Construction of an access roadway for fuel service and maintenance activities • Installation of elevated walkways • Installation of new control room with switchgear • Fence installation • Electrical connection • System integration with existing substation/FPL station • System start up and commissioning • Demolition of existing generator plant and site restoration Requirements: • Project Management: Overall project management and scheduling • Quality Engineer: Review each submittal for accuracy before delivering submittal • Mechanical Engineer: Design fuel systems and Diesel Exhaust Fluid (DEF) system • Electrical Engineer: • Replace four existing load control generators at South Substation with new generators that meet RICE NESHAP and other applicable air quality rules Replacement generators shall produce not less than 6.6 MW of power to remain in compliance with existing Commercial/Industrial Load Control (CILC) Program agreement • Ensure design complies with UFC 3-501-01 Electrical Engineering • Identify the effects of fault-current and arc-flash of chosen option • Ensure design complies with UFC 4-010-06 Cybersecurity Of Facility-Related Controls • Ensure design complies with AFI 32-1062 Electrical Systems, Power Plants and Generators • Ensure design complies with ETL 13-4 Standby Generator Design, Maintenance • Ensure generator complies with: 40 CFR 63, Subpart ZZZZ, National Emission Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines (RICE); Paragraphs 6580-6675 • Ensure design complies with ETL 11-1 Civil Engineering Industrial Control Systems • Ensure design complies with ETL 10-7 Connection Methods for Standby Generators • Identify if lightning protection and surge protection is required • Modify South substation control system and its wiring configuration if needed to support automatic start of generator on loss of commercial power or initiation of a CILC event • Plan the construction events to minimize the number of and duration of power outages Statement of Capabilities (SOC): All interested parties are invited to submit a Statement of Capabilities addressing their ability to perform an acquisition of this type and magnitude. Each SOC shall contain two sections. Section I will provide general information and Section II will identify specific experience and capabilities relevant to this acquisition. The applicable North American Industrial Classification System (NAICS) is 237130 with a size standard of $36.5M. Each SOC must include the following general information: Section I - General Information 1. Company/Team Information: Provide business name, CAGE code, and DUNS number. If SOC is based on performance of a team, joint venture, or utilizes primary subcontractors, provide information for all companies and indicate any previous teaming relationships. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. 2. Identify whether your firm is a small disadvantaged business, woman-owned business, 8(a) firm, historically black college or university or minority institution (HBCU/MI), HUBZone small business, veteran-owned small business or service-disabled veteran owned small business. Because the Government reserves the right to set aside this acquisition based on the responses received, it is imperative that firms respond with the required information so that capabilities can be evaluated accurately. 3. Financial Capabilities: Provide a narrative demonstrating your financial capability to perform a contract of this magnitude. Include information demonstrating your ability to financially support the procurement of high dollar equipment and bonding capacity. Section II - Experience and Capabilities 1. Provide experience in the form of a table showing relevant work completed or currently being performed in similar scope and magnitude. Include contract numbers, project title, project value, points of contact name, phone numbers and email addresses. If the contract is physically complete, include the completion date. Please note: All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov. Submit your responses via an Adobe PDF file or an MS Office electronic format. Text should be no smaller than 12 point font. Pages will be single spaced. Elaborate photos or graphic designs are not desired. E-mail submissions should not exceed 2 Megabyte in size and only include non-executable attachments such as.doc or.pdf files. It is the submitter's responsibility to verify that e-files are accurately received.
