- The Bureau of Land Management (BLM), Oregon State Office intends to solicit one (1) firm fixed price stewardship contracting requirement to procure forest treatment services and commercial product biomass removal as a single source to the Native Village of Tanacross, 1001 Tanacross Ln, Tanacross, AK 99776 as the only reasonable source available pursuant to FAR subpart 13-106(b). The procedures in FAR subpart 13.5 will be used in accordance with 41 U.S.C. 1901. The project will restore the natural forest condition by removing hazard trees, reducing stand densities of mixed conifers in both understory and overstory of the stands, capturing value from trees effected by wind throw, insects and disease, reducing hazardous fuel levels and thereby reducing the potential for intense wildfire within the boundaries of the BLM holdings of the Eastern Interior Field Office in the vicinity of the village of Tanacross. This stewardship project is designed to provide biomass for the Village of Tanacross biomass heating system, reduce hazard fuels near the village to reduce wildfire potential, improve fire access to limit wildfire intensity and to improve forest health for long term ecological stability. The authority permitting the single source consideration is FAR 13.106(b) Soliciting from a single source and the Good Neighbor Authority (GNA) reauthorized by the Consolidated Appropriations Act, 2014 (PL 113-76; Sec. 417) and Agricultural Act of 2014 (PL 113-79, Sec. 8206). GNA permits a sole source contract entered into between the Bureau of Land Management and the Native Village of Tanacross to carry out authorized restoration services. In order to be eligible under GNA, the source must be a Governor of State, County, or Tribal Organization. As a Tribal Organization, the Native Village of Tanacross is an eligible entity under this authority. The Tanacross Village Council is the manager of the resources in the immediate areas around Tanacross. They will benefit from the project by using the material removed in their biomass heating system. Due to this benefit, they are willing to contribute significant in-kind contributions to the project which make the project feasible. The performance period is from approximately 7/31/19 for up to five (5) years. The NAICS code is 115310 and the small business size standard is $7.5M. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
