- Combined Request for Information (RFI) and Sources Sought Synopsis RFI INDUSTRY RESPONSE The Department of the Interior (DOI) U.S. Geological Survey (USGS), Energy Resources Program is congressionally mandated to provide detailed assessments of undiscovered oil and gas resources worldwide. Conducting these assessments requires the most comprehensive and up-to date compilation of oil and gas well history and production. Historically, the USGS has contract with IHS Markit (IHSM) to provide the World, excluding the United States, Oil and Gas History and Production. The U.S. Geological Survey is considering issuing a requirement for World, excluding the United States, oil and gas well data using commercial contracting procedures in Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items; Part 13 Simplified Acquisition Procedures, including Subpart 13.5 Simplified Procedures for Certain Commercial Items; and/or Part 15 - Contracting by Negotiation. Potential World, excluding the United States, oil and gas well data providers are encouraged to review the attached Salient Characteristics and provide input and recommended changes to make this requirement more commercial. Users of the same type of World, excluding the United States, oil and gas well data, as well as potential World, excluding the United States, oil and gas well data providers are asked to provide input as to how they contract for or might contract for these World, excluding the United States, oil and gas well data library and data library updating practices to meet or exceed the attached Salient Characteristics. The attached minimum Salient Characteristics are required, to include: data quality control, data sources ¿ performance standards with deductions, commercial terms and conditions for this type of World, excluding the United States, oil and gas well data procurement as a good, library data. Please provide references that we may contact for further market research on commercial practices. SOURCES SOUGHT SYNOPSIS The DOI USGS is issuing this source sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for World, excluding the United States, oil and gas well data in accordance with the attached Salient Characteristics. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 519190 All Other Information Services, Small Business Size $27.50M. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential ability to meet this requirement, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of World, excluding the United States, oil and gas well data already collected and capability to update data as described in the attached Salient Characteristics. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to provide historic data and continually updated the data for USGS access in scope and scale with those described in the attached Salient Characteristics.
