Description
SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Fluorescent Microscope The Department of Veterans Affairs, Louis Stokes Medical Center (CLE VAMC), Medical Service, 10701 East Blvd., Cleveland, OH 44106, intends to solicit and negotiate with only one source under the authority of FAR 13.106 - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 333314 with a small business size standard of 500. The VA intends to solicit and negotiate with Applied Spectral Imaging, Inc., 5315 Avenida Encinal Suite 151, Carlsbad, CA 92008 for a PathFusion System. The PathFusion System is a fluorescent microscope. It has unique characteristics that will assist in helping with patient care. The unique characteristics are: The microscope has a proven track record of being the fastest scanner in the market for FISH imaging. The microscope has dedicated slide trays that house the slides in order to prevent any direct contact to the gripper arm to the slides and maximize slide safety. The microscope has a 99-slide capacity for higher throughput and lab efficiency. The microscope has a dual scan pattern for simultaneous detection of metaphases and interphases providing shorter turnaround time and improved lab efficiency. The microscope has a multi blinded reviewers workflow which supports on-screen manual cells review by two or more readers and includes automated notification when results dis-concordance is identified. The microscope can re-analyze without re-probing and re-scanning. The microscope has a built-in interface to stainer and slide preparation systems such as CellWriter (BioDot) and Thetis for automatic retrieval of the slide information and identification by bar code. Other persons may identify their interest and capability to respond to this requirement by Wednesday, June 12, 2019 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government.   A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
