- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation number is 36C25719Q0886 and it is issued as a Request for Quote (RFQ). This requirement will be solicited as 100% Service Disabled Veteran Owned Small Business Set-Aside (SDVOSB). The applicable North American Industry Classification System (NAICS) code is 541990, All Other Professional, Scientific and Technical Services and the size standard is $15 Million. The Department of Veterans Affairs, VHA, Network Contracting Office 17 intends to establish a single award, firm-fixed price type contract for Boiler Plant Safety Device Testing for Central Texas Veterans Health Care System, Olin E. Teague VA Medical Center, Temple, Texas 76504 and Doris Miller VA Medical Center, Waco, TX 76711. A description of the services required is attached to this RFQ and is labeled SF1449 Solicitation 36C25719Q0886. A copy of VHA Boiler Safety Device Testing Manual 5th Edition is also attached and is labeled VHA Boiler Safety Device Testing Manual 5th Edition. Evaluation and Award Methodology: Acquisition of items will be procured in accordance with FAR Part 12 - Acquisition of Commercial Items and Part 13.106-2(b)(3) - Simplified Acquisition Procedures, Comparative Evaluations. The Government intends to base award determination on the offer that provides the best value to the government in terms of technical capability while also providing a competitive price; and can meet the servicing requirements outlined in the SOW. Offerors must provide resume to show required qualifications as outlined in SF1449 Scope of Work and 3 references for past performance. Offerors are advised that the Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award of any contract, by entering the potential awardee DUNS number into each database. Failure to complete the registration will result in elimination from consideration for award. Description: The contractor shall be responsible for the boiler plant safety device testing IAW VHA Boiler Plant Safety Device Testing Manual Fifth Edition of 2 water tube boilers 35,000 PPH located at the Olin E. Teague VA Medical Center, Temple, TX and 3 fire tube boilers 24,150 PPH located at the Doris Miller VA Medical Center, Waco, TX. Services for a base year plus 4 option years Boiler Plant Safety Device Testing agreement. See SF1449 Solicitation document for complete requirement description. Submission of Quote: Quotes must be received no later than 2:00 PM CST Friday, June 21, 2019. The anticipated date of award will be approximately June 27, 2019. It is the responsibility of the offeror to ensure their quote is received in its entirety by the POC listed below prior to the solicitation closing date and time. Quotes will only be accepted by email. All quotations must be sent in.pdf, or.docx format only to Ross Futch, Contracting Officer @ ross.futch@va.gov. Include the following in your subject line: Quotations submitted in response to 36C25719Q0886. Questions regarding this requirement must be emailed to the Contracting Officer, no later than 11:00 AM. CST on Tuesday, June 18, 2019. Questions will not be addressed via telephone. The VA will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation and statement of work, will be most advantageous to the Government. A comparative evaluation in accordance with FAR 13.106-2(b)(3), to determine which vendor provides the best value to the government in terms of technical capability while also providing a competitive price, will be used.
