Description

The South Dakota Air National Guard, Joe Foss Field ANG Base, Sioux Falls, SD intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price (FFP) contract to provide all personnel, equipment, tools, materials, supervision, transportation, and other items and services necessary for Project # LUXC182063 Repair Hangar Fire Suppression Systems. The project includes but is not limited to the furnishing all labor, equipment, tools, appliances, transportation, materials, and quality control reports required to perform modifications to Hangar Fire Suppression Systems. The work consists of three main items and multiple secondary items. The main items include reprogramming/reconfiguring the foam releasing panel, replacing the manual foam releasing stations and conduits, and installing Surge Protection Devices (SPD) (also referred to as TVSS). The secondary items include replacing heat detectors, providing insulation on the brass trim piping, providing HVAC in the foam rooms, providing required signage, and replacing non-brass trim piping. Your attention is directed to FAR CLAUSE 52.219-14(c)(3) Limitations on Subcontracting which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The contract duration is 120 calendar days after issuance of the Notice to Proceed (NTP). This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238220, with a size standard of $15 Million average annual revenue for the previous three (3) years. The magnitude of this construction project is anticipated to be between $500,000 and $1,000,000.
