Description

Pre-solicitation Cruise Missile Defense System (CMDS) Project Office National Advanced Surface to Air to Missile System (NASAMS) Sustainment and Engineering Services The Government anticipates awarding a six month Period of Performance (POP) extension of the current contract, for the sustainment and maintenance, training, mission readiness exercise (MRE), and engineering services of the NASAMS. The contract includes cost-plus-fixed-fee (CPFF) and Cost-Plus-Incentive-Fee (CPIF) sub contract line items (SLINs). The current POP expires on 27 June 2019. The current contract consists of a twelve month base with four twelve month Option Years (OYs). This six month extension will extend OY 4 POP to 29 December 2019. FAR 52.217-8 Option to Extend Services. The Government anticipates this effort to be awarded on a sole source basis to Raytheon IDS, 50 Apple Hill Drive, Tewksbury, MA 01876-1140, Commercial and Government Entity (CAGE) Code 0AYP7. The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(A) and (B) entitled, "Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements." However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
