Clemente, NCO-8, Construction Team 2, Contracting Officer Email: rey.clemente@va.gov The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico and the Network Contracting Office-8 (NCO-8) are soliciting and intends to award a firm fixed-price service contract for Painting Services under this Request For Quotation (RFQ). Services to the lowest quote and certified Service Disabled Veteran Owned-Business firm addressing provided Scope of Work, Specifications and instructions provided in RFQ for project titled, Painting Services for Steel Water Storage Tanks #1 & #2; (1,000,000 Gallons) Exterior Walls, Ladders, & Hatches at VACHS Campus. The Offerors will be given written information; participate in pre-RFQ site visit meetings as required; communicate with VA personnel emails only and is expected the Offerors to provide their best quote for the services requested herein, in accordance with Industry Standard Practices, VA standards and Government Technical Team Review/Comments. The VACHS is a working facility and phasing plans, minimizing downtime, and provisions for continuation of service. The NAICS Code for this painting services procurement is 238320 and the annual small business size standard is $15 M. THIS IS A 100% SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE. DESCRIPTION: This project contemplates of painting services to paint all steel water storage tanks exterior surfaces including, but no limited to walls, railings, ladders, hatches with the proper paint and coated to protect both water storage tanks of 1,000,000 each. The Contractor shall prepare the surface to be clean of mildew, chalk, peeling paint and other residues. Water blasting of at least 3,000 P.S.I. or greater must be used. Estimated area to be painted: Each tank measures approximately 40 high and 67 in diameter. The Government will not be responsible for any error or variation in the square footage listed. Contractor shall verify square footage by means of a proper site visit and shall be responsible with the intent of the areas covered in this solicitation thereafter called contract. The Contractor shall paint (Sherwin-Williams Fast Clad HB Acrylic or similar) the exterior steel surfaces of the tanks in their entirety, including weld construction, pipe connections, and steel appurtenances. The Contractor shall remove all waste, debris, trash and hazardous materials from the property and disposed of properly. Access for trucks/dumpsters shall be coordinated with the COR. The Contractor is responsible for ensuring that debris, and hazardous material complies with applicable laws and regulations for proper disposal. at VA Caribbean, San Juan, Puerto Rico. The Contractor shall be performed, in accordance with the Scope of Work, Referenced Project Specifications, VA Master Specifications and referenced site drawings. The Contractors shall ensure that the Works, Supervision, Management, and Testing (if necessary) are performed in accordance with Local/State (Commonwealth of Puerto Rico); all Federal Regulations and Standards. Work shall be completed in a period of 120 calendar days from notice to proceed. The painting services project magnitude is between $25,000.00 and $100,000.00, in accordance with FAR Subpart 36.204 (b). ADDITIONAL INFORMATION: This is a 100% Service-Disabled Veteran Owned Small Business Set Aside. Potential contractors must be visible and certified in Vet Biz (www.vetbiz.gov) at time of submission of their qualifications to be considered for an award. As a prospective offeror or bidder for this Service Disabled Veteran Owned Small Business (SDVOSB), you are verifying your company meets the status requirements of a SDVOSB concern as established by 38 CFR Part 74. Submitting firms themselves and/or submitting firms intending to use SDVOSB and/or VOSB during contract performance are reminded such firms must be registered on VetBiz.gov and CVE Verified prior to award. Further, the service connected veterans (SDVOSB)/veterans must manage and control the daily operations of the firm, or in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. At least 50% of the cost of personnel for contract performance of the SDVOSB will be spent for employees of the SDVOSB itself or other eligible SDVOSB concerns. In order to assure compliance with FAR Clause 52.219-14(b) (1) Limitations on Subcontracting, all SDVOSB firms submitting a quotation for this project; shall indicate in their quotation a written note, including what percentage of the price quote for the service contract to be performed will be expended by the concerns employees and in which discipline(s) and percentage of price quote for the service contract to be performed be expended (and in what disciplines) by any other subcontracted or otherwise used small or large business entity(s). Any subcontracted or otherwise business entity(s) used must be identified by name, office location and size/type of business (i.e. SDVOSB, VOSB, 8(a), large, etc.) with submitted quote to be fairly evaluated by the VA technical team and Contracting.
