Description
Pursuant to Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B), The Connecticut Health Care System for the Department of Veterans Affairs intends to release intends to issue a sole source task order off the Multiple Award Schedule to Johnson Controls Fire Protection LP 429 Hayden Station Rd Ste C Windsor, CT 06095-1340 Federal Supply Schedule GS-07F-0396M. The task order will include upgrading current Fire Alarm Panels and will cover these services which are required at Connecticut HCS Facilities and Maintenance 950 Campbell Avenue West Haven, CT 06516.   The applicable NAICS code will be 561621 with an applicable small business size standard of $20.5 Million. The performance period is for a 1-year period and will provide equipment, panel installation labor for retrofit of the existing Fire Alarm panel and transponders, programming, testing for final certification with VA Officials, and end user training to safety/maintenance staff for the addressable 4100ES. This upgrade would coincide with the visual test and inspection to verify these system upgrades. This is a phased upgrade per floor and per transponder. Johnson Controls Fire Protection LP is the existing vendor servicing the current fire alarm control system installed and operating campus wide that requires a full service/maintenance agreement, which is intended to minimize disruption of normal VA routines by performing upgrade required to interface with the existing system. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced product. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice will be considered by the Government. A determination by the Government to require services for The Connecticut HCS, acquisition based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate service providers. Submit any responses within 4 days of the posting of the notice of intent via email to: cory.dionne@va.gov. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 13:00 EST on 14 June 2019 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses and questions shall be submitted via email to: cory.dionne@va.gov. The Government will issue a Limited Sources Justification (LSJ) to support the need for a sole source award. The LSJ will post to the GPE at http://www.fedbizopps.gov, within fourteen (14) days after award of the task order. Statement of Work Veterans Medical Center Building #3,4,5,6,7,8,& 9 - Upgrade to 4100ES Planning UID: VA-19-00038521 2237: 689-19-2-438-0014 SimplexGrinnell's Scope of Work Johnson Controls, D.B.A SimplexGrinnell (SG) will provide equipment, panel installation labor for retrofit of the existing Fire Alarm panel and transponders, programming, testing for final certification with VA Officials, and end user training to safety/maintenance staff for the addressable 4100ES. This upgrade would coincide with the visual test and inspection to verify these system upgrades. This is a phased upgrade per floor and per transponder. Exemptions and Clarifications: SimplexGrinnell has configured our equipment to satisfy the design per the Veterans Medical Center Administration Fire Alarm specifications and guidelines as indicated on the design documents. SimplexGrinnell is responsible for the design of this project. Additional devices may be deemed necessary by the AHJ and could result in additional cost to the Veterans Medical Center. SimplexGrinnell will provide and install all conduit and boxes (including the installation of SimplexGrinnell provided weatherproof boxes and cabinets), pull strings, flexible piping, box blank covers, electrical breakers, terminal cabinets, breaker locks, wire, devices, terminations. All conduits must be installed above ground (except PIV connections and runs identified on the drawings referenced in these comments). If additional conduit is installed in the ground floor slab or below ground, wet location cable shall be provided at no additional cost to SimplexGrinnell LP.
