- Synopsis: This notice is a Notice of Intent (NOI). This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a Sole Source Firm-Fixed Price Contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements., and is not a request for competitive quotes. The Department of Veterans Affairs, Employee Education Services intends to award a firm-fixed price sole source contract to the contractor American Heart Association (AHA). This contract will include: 1. Title of Contract: American Heart Association (AHA) Courseware for Advance Life Support and Basic Life Support with eCard (certification/validation) Equipment Description: Manufacturer: American Heart Association Item No. 15-3203, 15-3207 Salient characteristics: The contractor shall provide electronic Cardiopulmonary Resuscitation (CPR) Advanced Life Support Provider training courseware with eCard (certification validation). Allows students to work through realistic eSimulation patient cases online. Online cognitive learning modules must include educational videos, interactive learning with avatars, and a multiple-choice exam in addition to the eSimulation patient cases. Provides ability for student practice and testing of hands-on skills on a mobile Simulation Station. Provides flexibility for student to complete training every two years or in a low-dose high-frequency approach. Hosted on the vendor service outside of the VA firewall Equipment Description: Manufacturer: American Heart Association Item No. 15-3206, 15-3202 Salient characteristics: The contractor shall provide electronic Cardiopulmonary Resuscitation (CPR) Basic Life Support Provider training courseware with e-Card (certification validation). Allows students to work through realistic eSimulation patient cases online. Online cognitive learning modules must include educational videos, interactive learning with avatars, and a multiple-choice exam in addition to the eSimulation patient cases. Provides ability for student practice and testing of hands-on skills on a mobile Simulation Station. Provides flexibility for student to complete training every two years or in a low-dose high-frequency approach. Hosted on the vendor service outside of the VA firewall The training shall be used by VHA healthcare providers to meet Joint Commission and VHA Directives for work related required resuscitation training. Background: The Department of Veterans Affairs Employees Education System SimLEARN/REdI needs this equipment to train VHA Medical Center staff. REdI is the VHA American Heart Association National Training Center providing oversight for all resuscitation training within the VHA as outlined in Directive 1177. Delivery Date: All equipment shall be delivered within 10 business days after contract award. Delivery Address: None; eLearning training. 3. Background: The Department of Veterans Affairs Employees Education System SimLEARN/REdI (Redi) needs this equipment to train VHA Medical Center staff. REdI is the VHA American Heart Association (AHA) National Training Center providing oversight for all resuscitation training within the VHA as outlined in Directive 1177. The VHA has been utilizing AHA eLearning courseware since 2015; AHA is currently the only accepted resuscitation training program for VHA staff under Directive 1177. VHA, REdI is looking to put a short-term, four-month, contract in place to provide a bridge of urgent required products/services requirements while on-going efforts for the long-term follow-on acquisition is being completed. The purpose of this short-term contract is to cover VHA, EES s urgent requirement and mitigate a lapse in service. 4. Period of Performance: Period of performance shall be from June 17, 2019 through October 16, 2019 with one (1) six-month option.
