Description
The Department of Veterans Affairs, Network Contracting Office (NCO 2) intends to award a sole source contract to Goldman Copeland Associates, PC, 229 W 36TH ST FL 7, NEW YORK, NY, 10018-8927under the authority of 41 U.S.C 253-c-1, as implemented in FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Goldman Copeland is to modify and update the completed designs from Previous project title and number was 630A4-09-405 Renovate Supply, Processing and Distribution) Upgrade SPD and has unique capabilities and project specific experience to provide the required project specific A/E services under this contract along with unique cost and time benefits for the VA. It is necessary Goldman Copeland review the current design to identify the need for any changes in VA Standards, layout, and applicable codes, and to execute the required changes, additions or subtractions to satisfy VA standards, layout as well as ensure code compliance. Construction Period Services including Site Visits, Submittal, meeting, inspection, report, As-Built Drawings. Period of Performance: The period of performance is 326 calendar days from award notice. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement no later than Wednesday, 26 June 2019 at 3:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed requirement upon receipt of responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. After 26 June 2019 at 3:00 PM EST, if no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Goldman Copeland Associates, PC. The Government believes the services outlined in Scope of Work below cannot be provided by another firm within a timely and practical manner. It is necessary that Goldman Copeland reviews their previous design to determine what updates and changes are necessary to Construction Documents (CDs) and project files for compliance with any changes since the previous design in VA Standards, preferred or required layout, and applicable codes. The updated design and CDs must ensure full compliance with VA standards, acceptable layout as well as all applicable current codes. Goldman Copeland, as compared with a new A/E, will provide the VA significant cost and time savings for the new design/CDs for the SPD Project. They are better equipped to interpret their own previously completed design/CDs used to award the previous T4C SPD construction project and to prepare any supplemental drawings, specifications or other documents that may be required to clarify or supplement the new design/CDs. In summary, Goldman Copeland will be the only source for these unique services and no other A/E providing similar services will satisfy agency requirements for avoiding duplication of cost, reduced project completion time and the benefits of project specific experience and knowledge. The Government believes that it would be highly unusual for another design professional to take on the aforementioned responsibilities, which are generally incidental to an overall agreement for preparation of plans and specification. In the scope of work, A/E professional services are required to include the executive summary reports, contract drawings, specifications, cost estimates, and construction period services for the VA NYHHCS at 800 Poly Place, Brooklyn, NY 11209 for the following items, but not limited to: The OR renovation project is near completion and is now in need of an SPD wing nearby to work in correlation. However, the current operation of existing SPD functional layout does NOT comply to current Infection Control Standards. The existing space configuration allows for the potential contamination of sterile space/products with non-sterile space/products via interconnecting paths. The supply and distribution area do not have adequate space for storage and the existing HVAC system and support shelving constantly need repairs. This project will reengineer the entire workspace and make the new SPD area in compliance with VA standards and criteria. Having an A/E firm that has already investigated this issue prior and generated drawings will decrease the design duration significantly and expedite the construction award of the project. VA Patients and Infection Control Staff will realize the benefits quickly by expediting the design completion and construction award via utilization of the original A/E Design firm. This sole source is necessary to significantly minimize duplication of cost and to shorten the design duration, while avoiding possible professional liability if a new A/E were to utilize the previous design by Goldman Copeland. By awarding the design as a sole source to Goldman Copeland Construction award will be expedited for this very important project that affects patient care at the Brooklyn VAMC This notice of intent to award a sole source contract is not a request for competitive quotes. A determination to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
