Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER and is not a request for competitive proposals. NOAA intends to negotiate with and issue a sole source, firm-fixed price award to Hector Jose Ruiz Torres under Simplified Acquisition Procedures in accordance with FAR Part 13. This project will utilize a scientific and technical consulting service that shall coordinate, obtain, and hire three separate commercial fishing vessels to conduct field work in Puerto Rico, starting September 1st, 2019 to July 31, 2020. Remote video cameras and an LED light will be fixed to a neutrally buoyant structure and deployed on deep-drop fishing gear to record imagery of benthic habitats in the west, southeast, and northeast regions of Puerto Rico. Video data will be used to conduct species diversity, percentage of bottom coverage, fish counts, fish ID, and presence/absence of any species of deep water coral. This data will go into developing essential fish habitat parameters for deep water snapper species, and to look into the possibility of deep water coral in overlapping areas with deep water snapper. The deep-drop fishing gear will work as both a method to deploy the camera, and to catch fish with baited hooks on the lower portion of the line. As part of the survey, sampling in depths of 100m-500m, with the commercial fishing vessels conducting the sampling within 1-12 miles of Puerto Rico's coast. Biological samples (otoliths and gonads) will also be collected from both blackfin snapper (Lutjanus vivanus) and queen snapper (Etelis oculatus) while at sea in order to conduct age and growth studies, age validation, and verify reproductive work done previously on both species.
