Description
The Department of Veterans Affairs (VA), VA Ann Arbor Healthcare System, is soliciting and intends to award a Contract in support of the Saginaw VA Medical Center located at 1500 Weiss Street in Saginaw, MI 48602. NAICS Code 519120, size standard $15 Million. The Government intends, in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements), to negotiate on a sole source basis with Sirsi, for EOS Web Based Card Catalog Subscription. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received NLT COB 06/12/2019. No telephonic inquiries shall be accepted. All responses must be e-mailed to the contracting officer. Statement of Work Web Based Card Catalog Subscription Scope of Work: Contractor shall provide EOS Web Based Card Catalog Subscription. This Web based system will keep active the Library s online card catalog system with a fully functional system that is easily accessible to Medical Center employees at their desktop. This system will provide desktop access to the Library s book, journal (including links to electronic journals), audiovisual and database collections. EOS Web Based Card Catalog Subscription is web based, so no software needs to be installed and has a security function to secure patron information. It can also interface with other VA libraries that have the software. Hosted Web based card catalog subscription accessible at employees desktop Public Access Function Provides access at the desktop for employees to library resources Circulation Function Allows materials to be checked-in or checked-out Journal Check-In Function Library staff use this to check in new journals as they arrive and follow-up with electronic claiming to the journal vendor Bibliographic Control Function Enables the importation of electronic cataloging records Technical Support - Provided to Library staff via toll-free telephone assistance or e-mail On demand Online/Webinar training of Library staff. Vendor must provide server and software to host database at vendor s physical location Subscription price must include all software upgrades as they are released Product must be Section 508 compliant and vendor must supply proof Product must be able to search multiple VACO Library databases Product must have the capability for electronic journal claiming SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES. Description of Tasks and Associated Deliverables: The contractor shall perform the tasks and provide the specific deliverables described below. Task One: Import existing book and audiovisual holdings and patron records Deliverable One: Monthly Reports on number of holdings and records imported Task Two: Import serials holdings records (journals) Deliverable Two: Monthly Reports on number of serials imported Task Three: Online/Webinar training of Library staff at government site Deliverable Three: Training manual and online/webinar training coordinated with Library Staff. Task Four: Work with Library staff on the implementation of the system until it is fully functional. Deliverable Four: A report verifying that the system was tested and documentation that all components are fully operational. Schedule for Deliverables The contractor shall comply with the delivery dates contained in Attachment A, Schedule of Deliverables. If for any reason any deliverable cannot be delivered within the scheduled time frame, the Contractor is required to explain why, in writing, to the Contract Officer Representative (COR) including a firm commitment of when the work shall be completed. This notice to the COR shall cite the reasons for the delay and the impact on the overall project. The COR will then review the facts and issue a response in accordance with applicable regulations. Attachment A Schedule of Deliverables Description Due Date Daily operational reports are generated by the COR. As needed. Contractor is responsible for providing a viable system that can be accessed without issue (acceptable product) and providing maintenance as necessary. Daily.
