Description
Amendment 0001: The purpose of Amendment 0001 is to extend the closing time/response due date for this RFQ. The response due date has been changed as follows: From - 06/10/2019 04:00 PM US/Eastern To - 06/14/2019 04:00 PM US/Eastern All other terms and conditions of this RFQ remain unchanged. Note: As a result of the pre-solicitation announcement, this acquisition has been changed from a single source to a brand-name small business set-aside procurement. All interested small businesses may submit a quote for the DMC Power brand-name equipment listed in this Request for Quotation (RFQ). Please see the full solicitation for complete details. The Department of Energy/Western Area Power Administration (WAPA) has a brand-name requirement for high fault personal protecting grounding stirrups, P/N PLK1166D04A manufactured by DMC Power of Carson, CA. Multiple personal protective grounds (PPGs) are required for workers in several locations in WAPAs substations due to the high fault current at the worksite. The high fault current can require up to three PPG cables to be attached prior to performing de-energized work. The Government intends to acquire commercial supplies using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13 as included in this request for quotation. Based on market research WAPA has not identified any other products that can provide the required personal protective grounding stirrup to meet the needs of the agency. Only one vendor has demonstrated through actual full scale testing at a certified laboratory that the construction of this hardware can withstand the electrical and mechanical forces imposed during a fault condition. Awarding a contract to any vendor supplying a product other than the one manufactured by DMC Power would result in a delay in acquiring the units due to no other vendor has this product designed and certified laboratory tested to withstand extreme potential electrical loads required for safety purposes to protect workers. The installation of the PPG cable attachment stirrups will be performed by WAPA maintenance work forces in this window of time during scheduled equipment outages while other (currently scheduled) work is being performed. Designing, testing, and manufacturing a similar/acceptable PPG cable attachment stirrup would most likely delay several installations of the devices for at least a year. The North American Industry Classification System (NAICS) code for this acquisition is 335931, and the size standard is 500 employees. This acquisition has been automatically set-aside for small business concerns. It is anticipated this action will result in a five (5) year Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) supply contract, beginning July 1, 2019. The anticipated contract award minimum is 174 units and the maximum is 420 units over the five (5) year ordering period. Delivery location shall be determined on each individual delivery order, and the anticipated delivery terms are FOB Origin. The Government intends to award to the responsible contractor whose quote is determined to be the best value to the Government based upon price. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. It is highly recommended that, prior to submitting a quotation, interested parties obtain a Dun and Bradstreet (DUNS) number and register in the System for Award Management (SAM), www.sam.gov, as these requirements are mandatory for any firm selected for a contract award.
