- Page 3 of 3 SUBJECT: Award Announcement RFP 36C26219R0006: to provide Onsite, Licensed, Board-certified Emergency Department (ED) Physician services at the VA San Diego Healthcare System (VASDHS). FINDINGS: Twelve (12) offers were received from Vet-Biz verified SDVOSBs. Each offer was evaluated against the criteria published in the solicitation. As stated in FAR clause 52.212-2 Evaluation Commercial Items, of RFP 36C26219R0006 (pgs. 97-98) of the solicitation, non-priced factors were more important than price and the Government may make contract award to other than the lowest-priced offeror. The offers submitted by Ansible Government Solutions, LLC (Ansible) and TDY Medical Staffing, Inc. (TDY Medical), price and other factors considered, represents the best value to the Government. Ansible and TDY Medical s proposals received equal ratings for the non-price factors (Past Performance: Satisfactory; Specialized Experience: Excellent); Ansible and TDY Medical offered the lowest prices from among those offerors who received the same ratings for the non-price factors. No Offeror received a rating for a non-price factor that was higher than the ratings earned by Ansible and TDY Medical. Because of these findings, the likelihood of performance problems and overall risk is greatly decreased in a high-touch emergency medical services environment. The CO determined two (2) contract awards are sufficient to ensure the highest-quality candidate pool is established, and to ensure a sufficient number of locum tenens are available to provide critical 24/7/365 physician coverage of the VASDHS Emergency Department (ED). The CO determined that additional contract awards would not increase additional value and that the administrative burden associated with additional contracts would not be in the Government s best interest. CONCLUSION: Both Ansible and TDY Medical have documented successful past performance providing Board-certified ED physician services; both possess the specialized experience required to meet the needs of this procurement, and both offered reasonable pricing. Therefore, Ansible Government Solutions, LLC, and TDY Medical Staffing, Inc. shall be awarded contracts to provide ED physicians for the VASDHS as their offers represent the best value to the Government. Ansible and TDY Medical shall be each awarded a Base, plus Four (4) Year, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide Licensed, Board-certified ED Physician services at the VASDHS ED.
