- General Information: The solicitation number 75H70419R00031 is being issued as a Presolicitation Notice. This notice is posted pursuant to FAR 5.201. The resulting solicitation will be posted on GSA eBUY under the IT Schedule 70 program and/or related Enterprise Mobility programs as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses shall be those in effect through Federal Acquisition Circular 2019-02TM. Background: The Indian Health Service (IHS) is a geographically dispersed organization currently utilizing multiple Wireless Service contracts to support an estimated 3000 Service Enabling Devices (SEDs); such as Smart Phones, Broadband cards, and standard/basic cellular phones (non-Smart Phones). The IHS provides direct patient care to American Indian and Alaska Native peoples throughout the United States. Therefore, reliable high-quality priority and preemption telecommunication services are essential to IHS hospital and clinic operations. Requirement: All IHS Federally managed Headquarters Offices, Area Offices, Service Units, and other Facilities will be required to utilize the IHS Enterprise Wireless contract(s). As the current contracts conclude, the follow-on requirements for wireless services will be added under the new IHS Enterprise Wireless contract(s). Current Tribally managed sites will not be included under the resulting contract(s). The work to be performed under the contract includes: • Service coverage and wireless connectivity for an average of 3000 devices, at any of the IHS locations provided in Attachment A. titled "IHS Location Listing". • Provision of wireless voice and data equipment. • Provision of Mobile Communication and Application Services. • On an as needed basis, provide: engineering, design, planning, and installation of any network extension devices or in-building solutions for those locations lacking required signal strength of at or above the average signal strength of -90 to -99 dBm. Award/Period of Performance (POP): The intent is to issue multiple year award(s). The IHS reserves the right to award multiple contracts, based upon carrier's ability to provide coverage at the IHS locations provided in Appendix A. titled "IHS Location Listing". See the section titled "Supplemental Information" for additional details. The intent is to issue this award prior to the end of Fiscal Year 2019, with a POP starting shortly thereafter. The POP will have a BASE period and options totaling 60 months. Anticipated Posting Date: The week of June 24th, 2019. Anticipated Posting Timeframe: Thirty (30) days. Supplement Information: For the anticipated vendor's convenience, please find attached an Excel document detailing the locations of the Indian Health Service's facilities. Vendors will need to provide service coverage for these facilities and their personnel. Please note that columns "K" (Type of Coverage) and "L" (Coverage % at Facility/Site Coordinates) have been left blank, other than a filter title. It is anticipated that the information for these columns will be sought as a component of the Technical Capability factor in the resulting solicitation. *No questions are being accepted at this time.
