Description
The National Park Service, Washington Contracting Office, Historic Preservation Training Center, is soliciting proposals for all labor, materials, equipment and travel necessary to remove and dispose of hazardous materials located in the Lippincott Cottage, St. Michael, Pennsylvania. For this project hazardous material have been identified as: Asbestos, Mold and Animal Excrement. Lead Paint and Lead-in-Paint dust shall be managed as part of the hazardous material removal, but lead paint abatement is not included in this Scope of Work. The Scope of Work includes removal and disposal of the following materials: one boiler located in the basement; basement debris and affected soil from the western half of Room B01 (approximately 540 square feet); Three Fuel Oil tanks located in the basement; one basement water heater; approximately 170 linear feet of ductwork in the basement and on the first floor; duct seam tape and paper associated with the boiler, ductwork, and ceiling vents, ducts and floor registers; 16 non-historic floor registers; two ceiling vents/ducts located in the basement; kitchen floor tile and associated debris (debris is approximately 1 foot in depth on the kitchen floor and missed with asbestos kitchen floor file, approximately 180 square feet); floor debris in the remainder of the house including wall and ceiling plaster, wallpaper, modern wall paneling; modern ceiling tiles, suspended ceilings, and animal excrement approximately 1,713 square feet; loose wallpaper from the walls approximately 1,024 square feet; asbestos insulation on the floors and in various locations within the Cottage wall cavities (approximately 41 cubic feet); removal of animal excrement from within wall cavities on the third floor (approximately 5 cubic feet); removal and disposal of loose and friable and mold infested materials which include: 1,035 square feet of gypsum wallboard, 931 square feet of ceiling tiles and suspended ceilings, and 1,695 square feet of modern paneling; removal of the base and top of a kitchen cabinet (approximately 6 linear feet); and asbestos-containing caulk at all exterior door and window trim (approximately 875 linear feet). The Scope also includes installation of 875 linear feet of sealant on the exterior door and window trim replacing removed asbestos caulk. The Contractor shall follow removal of asbestos containing materials with HEPA compliance vacuuming of applicable areas. Final cleaning shall be performed on the first, second and third floors with the Contractor wiping down all surfaces with wet mops and sponges. The Contractor shall also include services for final clearance testing. The estimated construction range for this project is between $25,000 and $100,000. A tentative date for the Preproposal Conference and Site Visit is scheduled for July 11, 2019 at 1:00 p.m.., however verify the final date and time in the issued Solicitation. The meeting location is at the Lippincott Cottage, 151 Cottage Lane, Saint Michael, PA. Due to the presence of exposed asbestos in the building, it is recommended that Offerors bring dust masks or respirators to the Site Visit. Three days prior to the meeting email the company and names of those attending the meeting to sheila_rushlow@nps.gov. Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria and assigned weights identified in Sections L and M of the Solicitation. The Government anticipates award of a firm-fixed price contract on or before August 27, 2019. The Solicitation with be issued electronically on the Federal Business Opportunities Website https://www.fedbizopps.gov with a link for further connection to FedConnect at https://www.fedconnect.net. Offerors interested in doing business and receiving a copy of the Solicitation must register on both the Fed Biz Opps (www.fedbizopps.gov) and Fed Connect (https://www.fedconnect.net) websites. The Solicitation with specifications and drawings will be posted on or about June 25, 2019. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED.
