- Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single contract for the Repair Station Air Control and Install VFDs D-B Construction project at the Overton Brooks VA Medical Center (VAMC). The proposed project will be awarded as a firm-fixed-price contract utilizing design-build procedures. PROJECT DESCRIPTION: Contractor shall provide all labor, materials, tools, equipment and supervision necessary to design and build (Design/Build) a project to repair station control air system and replace or install various variable frequency drives at Overton Brooks VAMC, Shreveport, LA in accordance with the Statement of Work (SOW), drawings/sketches, specifications, product data sheets (or equal) and shall meet all applicable code requirements. All work shall be accomplished in a manner to minimize the impact of patient care and hospital operations. Contractor shall follow station all Infection Control Construction Risk Assessment (ICRA) requirements. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36.3 Design - Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 Million. The solicitation will be issued on or about June 26, 2019. The period of performance is approximately 220 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $250,000 and $500,000. All questions must be submitted in writing to the issuing office via email to bailey.donato@va.gov.
