This Sources Sought Notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this Sources Sought Notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research will assist the Government in planning its acquisition strategy. This is strictly market research. The Government will not entertain questions concerning this market research. The U.S. Army Corps of Engineers, St. Paul District (USACE) is planning a construction project in Scott County, Minnesota between Minnesota River Miles 15 and 21, at the convergence of the cities of Eden Prairie, Bloomington, Shakopee, and Savage, Minnesota. The project features are located entirely within in the Minnesota Valley National Wildlife Refuge, which United States Fish and Wildlife Service (USFWS) manages and consists of the following features: Feature: Stoplog Structures - 1 Double Bay (Blue Lake) - 5 Single Bay (All other sites) Description: The stoplog structures improve habitat conditions by providing the ability and capacity to drawdown all three lakes and marsh, as well as fill Fisher and Rice Lakes from upstream sources. The structures consist of 5 feet wide by 6 feet high concrete bays with road crossings overtop. Feature: Rock-lined Overflow Structure Description: The rock-lined overflow feature would be built around the stoplog structures and the western ditch plug. During high-flows, water would pass through the overflow channel first, preventing scour/damage to the structure itself. Feature: Ditch Plug - 2 (Continental Grain Marsh) Description: Ditch plugs will be constructed of compacted soil and armored by engineered rock at two locations in Continental Grain Marsh: at the eroded channel on the west side, and at the culvert on the east side. Feature: Access Channel Excavation Description: Access channel excavation up- and downstream of the stoplog structures would improve hydraulic conveyance to and from the structures to provide control of water elevations between the lakes and marsh. Excavated soil will be hauled to the adjacent landfill. Feature: Construction Access Roads Description: Construction access roads would provide improved, maintainable access to the stoplog structures and ditch plug. Roads would be excavated and constructed to existing topography.
