- LONG RANGE ACOUSTIC DEVICES (LRAD) BRAND-NAME OR EQUIVALENT ACQUISITION: SOLICITATION W91CRB-19-Q-5004, ARMY CONTRACTING COMMAND-ABERDEEN PROVING GROUND (ACC-APG), DIVISION D- BRANCH E THIS IS A SOLICITATION, NOT A REQUEST FOR INFORMATION. OFFERS ARE DUE 26 JUNE 2019. IGNORE THE DUE DATE IN BOX EIGHT (8) OF THE STANDARD FORM (SF) 1449 (SOLICITATION DOCUMENT); AGAIN, DUE DATE IS 26 JUNE 2019, 4:00PM EASTERN STANDARD TIME (EST). Solicitation W91CRB-19-Q-5004 seeks to fulfill a Foreign Military Sales (FMS) requirement for the United States Army Communications and Electronics Command (CECOM) Security Assistance Management Directorate (SAMD). Reference FMS Case CO-B-VGX, Acquisition Requirements Package (ARP) PS19009, for the Country of Colombia. The proposed action shall be a "Brand Name or Equivalent" supply contract to purchase Commercial off-the Shelf (COTS) Long Range Acoustic Devices (LRAD) Corporation brand or equivalent acoustic hailing devices (AHDs), as prescribed in Federal Acquisition Regulation (FAR) Part 11.107(a), solicitation provision 52.211-6 "Brand Name or Equal (Aug 1999)." The Government will award a Firm Fixed Price (FFP) Contract to the Lowest-Priced Technically-Acceptable (LPTA) offeror for LRAD Corporation brand or equivalent items, as detailed in the attached Solicitation Document/ Standard Form (SF) 1449 (Rev. 2/2012) W91CRB-19-Q-5004. ALL OFFERORS MUST FILL OUT/ COMPLETE ATTACHMENT 0001 TO SOLICITATION W91CRB-19-Q-5004 ENTITLED "ATTACHMENT 0001- REQUIREMENTS FOR PROPOSED HARDWARE TO BE CONSIDERED BRAND-NAME EQUIVALENT". See Section J "List of Documents, Exhibits, and other Attachments" therein. ANY OFFEROR THAT DOES NOT FILL OUT/ COMPLETE ATTACHMENT 0001 IN FULL WILL NOT BE CONSIDERED FOR CONTRACT AWARD. Offerors shall provide unit pricing and total pricing for Contract Line Item Numbers (CLINs) 0001AA and 0001AB. See pages four (4) and five (5) in Section B "Supplies or Services and Price/ Costs" therein. Fill out the SF 1449 Solicitation Document and submit with your proposal. Information and material(s) submitted in response to this combined Synopsis/ Solicitation SHALL NOT BE RETURNED. DO NOT SUBMIT CLASSIFIED MATERIAL(S). Telephone inquiries will NOT be accepted or acknowledged and no telephone or email inquiries requesting status of potential award will be accepted (prior to contract award and distribution). Submit all questions in writing to the Contract Specialist via the email address provided above. Answers to questions shall be provided to all Offerors. Proposal submissions shall include: 1) Organization/ Company name, address, and primary points of contact (POCs) with respective email addresses and telephone numbers. 2) Appropriate documentation (CAGE Code, DUNS, and System for Award Management (SAM) record) showing your organization/ company is registered to do business with the U.S. Government and is not on a list of organizations/ companies forbidden to do business with the U.S. Government. If subcontracting or teaming arrangements are anticipated, offerors should address the structure of such arrangements. All data received in response to this request marked or designated corporate or proprietary will be fully protected from any release outside the U.S. Government.
