- The General Services Administration (GSA) is issuing solicitation number 2FYA-JD-060001-B Refresh 24 for Multiple Award Schedule 76 Publication Media, effective June 11, 2019. Solicitation number 2FYA-JD-060001-B Refresh 24 replaces solicitation number 2FYA-JD-060001-B Refresh 23 in its entirety. Resultant contracts will be indefinite delivery, indefinite quantity (IDIQ) contracts under the GSA Multiple Award Schedule program. Current contract holders under Schedule 76 for Publication Media do not need to re-apply. All responsible sources may submit an offer, which shall be considered by this agency. Contracts under this solicitation will have a contract period beginning on the date of award, and lasting for five years unless canceled or terminated. Three five-year option periods are possible under this contractual action. The purpose of this solicitation is to provide a vehicle for all Government agencies to obtain quality online and publication media resources when required from qualified and experienced contractor(s) under a Multiple Award Federal Supply Schedule in an efficient, streamlined, and cost effective manner in accordance with applicable statutes and regulations. Solicitation 2FYA-JD-060001-B is a Worldwide Multiple Award Schedule for Books/Pamphlets, Periodicals/Subscription Services, Editorial, Publishing, and Library Media Services, On-line Bookselling Services and Associated Items, Lending Library Services, and Entertainment, News, and Library Media. Offers may be submitted at any time; this solicitation is continuously open with no closing date. Notice: The GSA Multiple Award Schedule (MAS) program has recently experienced a tremendous increase in new offers. Due to the large number of new offers currently in process, it could take up to 12 months before your offer is evaluated. GSA's practice is to evaluate offers in the order in which they are received. However, GSA may give priority to processing certain offers when circumstances dictate, such as when a federal agency Contracting Officer specifically requests an expedited offer review in order to meet a pending requirement that will be procured under the MAS program, or when there is a need for GSA to bring strategically critical new products or services to market in order to meet federal customer needs.
