Description
a. This is a Sources Sought announcement for market research and planning purposes. This is not a Request for Proposals. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this announcement is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future request for quote (RFQ), invitation for Bid (IFB) or Request for Proposal (RFP), if issued. If a solicitation is released it will be synopsized on the government-wide point of entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The Idaho National Guard is conducting market research to garner interest and the capabilities of small business firms. This requirement is not limited to only small business firms. All eligible contractors are welcome to submit their information and credentials. b. Scope: The Idaho Army National Guard (IDARNG) Beyond the Yellow Ribbon Program Office has a requirement for contractor support to manage all aspects of a Behavior Health program designed to identify service members and families eligible for support and provide them with information on available benefits and connect them with sources of support/services. The performance work statement (PWS) reflects existing National Guard Bureau policies, regulations and assessment measures. The PWS is attached for your reference needs. The Contractor shall perform all functions necessary to develop and implement programs to identify and provide services to Service Members and their family members, to inform and educate them on available programs at the national, state and local levels and develop information on improving program effectiveness and offerings. Special emphasis is on: Providing a behavior health resource to Service Members of all Reserve Components and their Families in order to provide a stable and contiguous care service with the ability to travel and perform teletherapy services to cover the large geographically dispersed state. The contractor shall manage all aspects of the development and management the program processes, materials, events, training and tracking and reporting. Contractor shall perform data / trend analysis on data gathered from program clients and sources of potential community service providers for use in developing recommendations on improvements to processes, and evaluating effectiveness of programs. Special focus is on the status of post-deployment/military Veterans at the three, five and eight year mark to capture information on their progress with reintegration, effectiveness of previously provided services and any current support needed. All plans, reports, training materials and program handouts shall be reviewed and approved by the IDNG State Family Program Director or designated Government Official prior to release / use. Core work hours are from 0730 to 1630 Monday thru Friday. Special Requirements include but are not limited to Service Contract Act, HIPAA training, Privacy Act training, and insurance. Contractor shall demonstrate knowledge of the following programs: Family Readiness Program (AR/NGB 600-12); Suicide Prevention and Awareness Programs; Resiliency programs; Sexual Harassment Assault Response and Prevention Programs.
