- THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS. The Government's intent is TO AWARD A CONTRACT/PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Institute of Health, Eunice Kennedy Shriver - National Institute of Child Health & Human Development intends to award a purchase order without providing for full and open competition the replacement of an autoclave with hydraulic lift. The project background is as follows: The Autoclave is a critical component for animal husbandry because it allows for proper sterilization of caging equipment, surgical equipment/ tools, feed, and bedding to occur to ensure everything is sanitized and all potential pathogens have been eliminated and therefore preventing cross contamination to occur. This smaller autoclave provides redundancy to the larger unit already in place and allows provides the facility to process more equipment when needed by running both units simultaneously. Without this replacement, the facility will have no back up in the event the larger unit breaks down which will result in the facilities inability to provide feed and clean caging equipment to the animals and will cause research delays and potentially cross contamination Other unique and necessary features include: 1. Disassembly, removal and disposal of outdated unit currently in place 2. Deliver assembly, installation, programming and testing 3. 833LS-E 76" Double Door with floor mount scissor lift: vacuum/gravity, microcomputer-controlled steam sterilizer with up to nineteen selectable pre-programmed cycles with a power door. Cycles include gravity wrapped, vacuum wrapped, liquid cycles, and a Vacuum Leak Test cycle. Custom name cycles for quick and accurate identification. Select from four cycle-process output data screens: Bar Graph; Circle Graph; Detail Display; or Plot Graph. The PACS control system features NetCOM enabled Ethernet connection for remote process monitoring; a thermal printer that documents cycle performance; and a user accessible connection for downloading cycle records to a USB flash drive.
