- The following is a Sources Sought/Request for Information notice. This posted notice is not a Pre- Solicitation or Solicitation document. The government is not currently soliciting bids, quotes or proposals at this time; however, reserves the right to do so at a later date. The Coatesville VA Medical Center, Coatesville, PA, has an anticipated Brand Name Only requirement for the following supply items with installation services : Qty 174 Each, PDI Model PDI-P19TV-CA-C Televisions and Services as outlined in the Statement of Work outlined below. 1. Background. The Coatesville VA Medical Center is in the process of upgrading our cable television service. In order to do so, our patient televisions and current building cable infrastructure need to be updated in order to be compatible with the new cable distribution system backbone. New patient bedside televisions are needed throughout the entire campus. New RG 6 cable needs to be run throughout all patient care areas to create the new cable infrastructure required for the upgraded cable television service. 2. Scope. Contractor is to provide, install and verify proper operation of the required patient televisions and RG 6 cable infrastructure for the patient televisions. 3. Specific Tasks. The contractor shall provide, install, and verify proper operation of 174 PDI-P19TV-CA-C patient televisions. These televisions shall be TV only, cream colored, coax power, and coax cable. The contractor shall reutilize the current PDI power supply and mounting arm in each patient room. The contractor shall remove the current PDI-P15X televisions from the arm and place them in the provided bins that will be utilized by the Coatesville VA Medical Center to store the televisions. The contractor shall provide, install, and verify proper operation of the RG 6 cable backbone for 225 patient televisions located throughout the Coatesville VA Medical Center. One RG 6 cable shall be run from each patient television back to the designated demark location. All demark locations will be no greater than 150 feet from a patient television. No splitters shall be utilized in this cable backbone. The contractor is required to pull one RG 6 cable per television for a total of 225 separate cable runs. The contractor shall provide, install, and verify proper operation of all connectors and wall plates utilized for each cable run. All RG 6 cable shall be run above the ceiling back to the designated demark location. The cable shall not be placed on sprinkler pipes. The contractor shall acquire a penetration permit from the Coatesville VA Fire Department for any wall penetrations that need to be made. All penetrations must be sealed with fire caulk by the contractor. The contractor shall not interfere with the current cable backbone. All patient televisions must remain on until the cable television provider switchover occurs. The contractor shall provide a standard one-year warranty on all cable runs. The contractor shall provide a standard two-year warranty for all PDI-PD19TV patient televisions. 4. Performance Monitoring The contractor shall keep the Technical Point of Contact informed of work complete each day. The Technical POC COR shall randomly inspect the work in progress. All contractor representatives who perform this work shall acquire the appropriate VAHCS identification badges. No other special security requirements are anticipated. Biomedical Engineering staff must be present for any work performed within Information Technology Communication closets. 6. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). The Government will furnish the existing power supply brackets and mounting arms utilized for the patient televisions. 7. Other Pertinent Information or Special Considerations. Inspection and Acceptance Criteria. Functionality of the installed televisions and cable system will be verified by Biomedical Engineering. The system must be fully functional before final acceptance occurs. Fully functional includes the following criteria: All wall penetrations shall be fire caulked. All patient televisions shall have one RG 6 cable run back to the designated demark location. All patient televisions shall be in working condition and broadcast cable signal. Biomedical Engineering shall complete a walk-through with the contractor upon installation completion in order to determine functionality of the system. Final acceptance will not be given until all deficiencies found in the walk-through are completed by the contractor. 8. Risk Control. Contractor is responsible for providing all applicable training and protective equipment to protect Contractor s employees from any hazards, including blood borne pathogens, which may be encountered in the performance of this contract. 9. Place of Performance. All work will be performed at the VA Medical Center, 1400 Blackhorse Hill Road, Coatesville, PA, 19320. 10. Period of Performance. Contractor will have 120 days from contract award to complete the installation. The contractor shall provide as-built drawings within one month of installation completion. 11. Delivery Schedule. Contractor will set delivery schedule to ensure that installation can be completed within 120 days from contract award. The contractor shall provide a schedule of completion, with activity listings and start/stop relationships.
