Description
Notice of Intent to Sole Source - The U. S. Army Corps of Engineers, Baltimore District, intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b) (1) (i) with Bridge Consulting Corporation for the Restoration Advisory Board (RAB) meeting support for Ft. Detrick and the Forest Glen Annex for a base plus 4 option years. Both locations have Restoration Advisory Boards that meet several times each year to advise the installation commanders of the public's concern related to each respective installation environmental program. The RABs are a requirement of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). The installations require support to reserve and pay for meeting space, setup the room for the meeting (presentation screens, projector, arrange setting/tables, prepare meeting materials, etc.), develop and pay for a public notice of the meeting in the local newspapers, take meeting notes and distribute meeting minutes. Bridge Consulting Corporation has developed a solid extensive relationship with RAB Community members and the local meeting locations establishments, having a deep understanding of both Army and CERCLA requirements and public concerns. Being familiar with the Army, regulatory and public stakeholders participating in the RAB; the meeting room vendor; public notice requirements; CERCLA public participation requirements and meeting minute preparation expectations of the public are included services to aid agency requirements for the meeting support. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they meet the requirement. A determination by the Government to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
