Description: The Gulf Islands National Seashore, an unit of the National Park Service, has a requirement for replacement of Security Grilles at Opal-Okaloosa Beach Restrooms (PMIS 252987). The existing overhead, upward coiling security grille systems are severely corroded and are in need of replacement (like-in-kind). SPECIFIC REQUIREMENTS: Brand Name: Overhead Door Series 670 commercial model or equivalent. Finish: Clear anodized aluminum Size: 5x10 feet rough opening, 6 EA Location: Opal Beach Restroom facility, State Hwy 399 Gulf Blvd, Navarre, FL Size: 8X8 feet rough opening, 1 EA Okaloosa Area Restroom facility, Miracle Strip Pkwy SE, Fort Walton Beach, FL Desired features or Options: o Hood: stainless steel, Fascia and back hoods: stainless steel o Locking slide bolt; cylinder locks, slide bolts, security rods, interlocks to fit Best Lock key core system o Operate manually (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 FAR 13.5 Simplified Procedures for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This notice is being issued as a Request For Quote (RFQ) Number 140P5219Q0034 and submitted through fedbizopps.gov. (iii) This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-92 06-05-2019 and available in full text through Internet access at http:// www.acquisition.gov/far/. (iv) This procurement is set-aside 100% Small Business. The North American Industry Classification System (NAICS) code is 238290 Other Building Equipment Contractors, and the Small Business Size Standard is $15.0. The government intends to award a single, firm fixed price (FFP) Supply contract involving some construction work. (v) A list of line item number(s) and items, quantities, and units of measure. LINE ITEM 00010: Replace (7) Security Grilles $______________________Lump Sum Request pricing and availability from eligible Manufacturer dealers (Sales, Installation and Service). A firm-fixed price purchase order is contemplated. Pricing shall include all parts and labor for turn-key replacement. SYSTEM FOR AWARD MANAGEMENT (SAM): Prospective contractors shall register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information including Representations and Certifications into the system. EXPLANATION TO PROSPECTIVE BIDDERS: Any questions regarding this solicitation may be sent to the Contracting Officer in writing via Email: andre_ward@nps.gov no later than close of business on Wednesday June 19th, 2019. RESPONSE DUE DATE: The date and time for receipt of Quotes is June 24th, 2019 2 PM EST. Submit Quote on letterhead stationery via email to andre_ward@nps.gov. If quoting other than specified Brand Name make and model, descriptive literature (such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information) must be included with the response. Evaluation of quotations or offers: (a) (1) The contracting officer shall evaluate quotations or offers- (i) In an impartial manner; and (ii) Inclusive of transportation charges from the shipping point of the supplier to the delivery destination. (2) Quotations or offers shall be evaluated on the basis established in the solicitation. (3) All quotations or offers shall be considered. (b) Evaluation procedures. Formal evaluation plans and establishing a competitive range, conducting discussions, and scoring quotations or offers are not required. Contracting offices may conduct comparative evaluations of offers, considering technical, price and price-related factors. (c) Comparative evaluation is the direct comparison of one quotation/offer with another in a uniform and fair manner to determine which quote/offer provides the what it needs, where and when identified in the RFQ. Once one quotation/offer is found acceptable, it i compared side by side to the remaining ones, and the "best" one is chosen. Basis for award: (a) The contracting officer must determine that the proposed price is fair and reasonable. (1) Whenever possible, base price reasonableness on competitive quotations or offers. (2) If only one response is received, include a statement of price reasonableness in the contract file. The contracting officer may base the statement on- (i) Market research; (ii) Comparison of the proposed price with prices found reasonable on previous purchases; (iii) Current price lists, catalogs, or advertisements. However, inclusion of a price in a price list, catalog, or advertisement does not, in and of itself, establish fairness and reasonableness of the price; (iv) A comparison with similar items in a related industry; (v) The contracting officer �s personal knowledge of the item being purchased; (vi) Comparison to an independent Government estimate; or (vii) Any other reasonable basis.
