- GENERAL INFORMATION: ACC-Warren INSCOM (AWI), anticipates awarding a Competitive 8(a) Award; a Firm-Fixed priced, Lowest Price Technically Acceptable contract, with a fourteen (14) month period of performance, under NAICS Code 541199. The size standard associated with this NAICS code is $11 MIL. The Service Contract Act of 1965 will apply to this contract, the labor categories are: Program Manager and Litigation Support Specialist. This is a Notice of Litigation Support Services, in accordance with the Performance Work Statement. Litigation Support Services are being procured in accordance with Section 8(a) of the Small Business Act (15 USC 637(a)(1)) and the Federal Acquisition Regulation (FAR) 19.8, and the executed Partnership Agreement between the U.S. Small Business Administration (SBA) and the U. S. Department of Defense. All capability presentations will be conducted in accordance with FAR 15.202 and the below, Presentation/Interview Questions. The Government will not pay, nor reimburse, any cost associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work. Any resulting award for the proposed Litigation Support Services will be procured under a negotiated Firm-Fixed Price Contract. Parties shall have a current registration in: Systems for Award Management (SAM) database at https://www.sam.gov, and https://www.sba.gov. DESCRIPTION OF SERVICES : Litigation Support Services is a non-personal service in which the Government shall not control or supervise. Firm shall be accountable solely to the provided personnel conducting the following but not limited to: litigation support, organizing and analyzing of case materials, preservation, processing reviews, and production of electronically stored information. The firm shall provide all personnel, supervision, and other items related duties per the PWS. CAPABILITIES PRESENTATION: This notice is a request for interested partied to present a capability presentation. Responses from this notice will be considered, for interview/oral capability presentation. The Government will then provide an email confirmation to those firms for interview scheduling; on Monday 17JUN19 between 10am and 6pm. Response to this notice by 1000am EST, 14JUN19. Firms that respond to this notice - provide response to: Jolynda Alston (Contracting Officer) - jolynda.i.alston.civ@mail.mil and Rodneyta Thomas-Clayborne (Contract Specialist) - rodneyta.l.thomas-clayborne.civ@mail.mil) Presentation/Interview Questions Firm is invited to present in person to the Panel Members, in the form of an interview/oral capability presentation. Each firm will be allowed no more than two (2) presenters, and a total of thirty (30) minutes (15 minutes for presentation and 15 minutes to answer questions). The following should address relevancy to the *Draft* PWS: 1. Professional Qualifications necessary for satisfactory performance of services being requested 2. Specialized experiences and/or technical competencies 3. Government contracts [previously/current] worked, to include: complexity, classification (if applicable) and contract number The following questions will be discussed: 1. What experience do you have with Government classified information; per PWS Section 1.4? 2. Do you have personnel capable to perform; per PWS Section 1.15? 3. What experience with e-discovery and its platform or software do you have; per PWS Section 5? 4. Have you ever worked in a Contingency environment; per PWS Section 1.16.1? 5. What is your current standing within U. S. Small Business Administration - 8(a) Program? Each of the five (5) questions will be assigned one of the ratings below, based on a consensus rating of the Panel Members responses. The weights for each of the criteria are identified below: OUTSTANDING: Criterion response suggest the firm has a high level of demonstration competence and/or qualifications relevant to the requirement, and/or the capacity to perform the work. GOOD: Criterion response suggest the firm has a moderate level of demonstration competence and/or qualifications relevant to the requirement, and/or the capacity to perform the work. MARGINAL: Criterion response suggest the firm has a limited level of demonstration competence and/or qualifications relevant to the requirement, and/or the capacity to perform the work. UNACCPETABLE: Criterion response suggest the firm is unqualified for this requirement, and/or lacks the capacity to perform the work.
