Description
The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX, intends to issue solicitation 15B61619Q00000003 for the provision of Welding Services. The services will be provided to individuals who are under the custody and care of the Federal Bureau of Prisons within a secure correctional environment, located at the Federal Correctional Complex, Victorville, CA. The physical address is Federal Correctional Complex (FCC), 13777 Air Expressway Blvd., Victorville, CA 92394. The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The award will be made to the responsible vendor or individual who submits the lowest quote to the Government based on price related factors only. Contractor to provide instruction during the day in the Vocational Training Workshop area, or at the Education Department at the FCC Victorville between the hours of 7:30 A.M. to 10:45 A.M., and/or 11:45 A.M. to 2:45 P.M. Monday thru Friday, or other hours as agreed to by the Supervisor of Education (SOE). The courses will be taught two (2) to three (3) days per week for each of the four institutions referenced in the Objective section above. Specific dates for the classes will be determined by the SOE/ASOE and the contractor. Class size will be up to 14 inmate students per course or as determined by the SOE. Students will be selected by the SOE or his/her designee. Academic schedules proposed in accordance with the above will apply except in the event of institutional emergencies. In the event of an emergency, classes may be delayed or cancelled as necessary. When classes are cancelled as a result of institution emergencies the instructor will be notified in a timely manner to prevent unnecessary travel to the institution. When notification is given instructor will make plans to make up classes as necessary at a future date. When classes are cancelled after the instructor is already at the institution classes will be made up by providing enrolled students with self-study handouts and assignments. All adjustment to program delivery will be discussed with the SOE or his/her designee for his/her approval prior to proposed delivery alternatives. Estimated annual requirements are 4 classes multiplied by 72 sessions, which equals to 288 sessions total. Courses to be completed during the base year from October 1, 2019 to September 30, 2020 along with four 12-month option years as well as a 6 month optional period. The solicitation will be available on or about June 14, 2019 and will be distributed solely through the Federal Business Opportunities website at www.fbo.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. The anticipated date for receipt of quotes is on or about July 12, 2019. Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. Insert the clause FAR 52.204-13, System for Award Management Maintenance, in solicitations that contain the provision at 52.204-7, and resulting contracts. This clause requires all contractors doing business with the federal government after September 30, 2003, to be registered in the SAM database at www.sam.gov. Contractors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees DUNS number into the SAM database. The acquisition is unrestricted. The North American Industrial Classification (NAICS) code is 611519 with a small business size standard of $15 million.
