- The National Park Service intends to issue a solicitation Notice for the Contraction project: The National Park Service (NPS) will be contracting the renovation of the Whalebone Comfort Station. The construction site is located at US Hwy 12, Nags Head, NC 27959. This proposed acquisition will be 100% Small Business Set Aside for Small Business Concerns, The Classification Code for this procurement is North American Industry System Code (NAICS) 236118 Residential Remodelers Size Standards in millions of dollars $36.5:236220 Commercial and Institutional Building Construction Size Standards in millions of dollars $36.5 : 238190 Other Foundation, Structure, and Building Exterior Contractors $15.0: 238290 Other Building Equipment Contractors $15.0. CONSTRUCTION MAGNITUDE: In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated between $100, 000 and $250,000. A solicitation will result on June 28th 2019 for the required construction project. Period of Performance. 09/15/2019 ”04/01/2020 Scope of Work: The contractor shall provide all technical support, materials, tools, equipment, and labor required to complete the rehabilitation of the comfort station. The contractor must verify all existing conditions, measurements, dimensions, etc. This scope of work provides observed or measured information on site, but the Contractor is responsible for correctly and accurately understanding the existing conditions.All new products to be installed shall be submitted with a transmittal form for approval prior to demolition start. Product data and samples must be provided to the COR for the exact model of each item identified below. Manufacturer ™s warranties greater than 1 year for any product installed must be provided after project completion. A product warranty manual, owner ™s manual, and operations and maintenance manuals must be provided to the COR before project will be considered complete. The Contractor is responsible for ensuring the proposed products will mount correctly and in the space provided in each restroom. The International Building Code and applicable Federal, State, and Local laws and codes will be enforced. CONTRACTOR REQUIREMENTS/RESPONSIBILITES The contractor must “ 1. Possess experience in the installation of floors, carpentry, plumbing, and electrical. Perform work according to manufacture instructions and requirements, in addition to Federal and State Regulations and Standards. 2. Provide the COR with product specifications. 3. Acquire all permits required for execution of this project. 4. Remove all material and waste generated during this project, and properly dispose of offsite. 5. Must meet ABA Standards. 6. Remove safety fencing and equipment from the work area after completion. 7. Restore disturbed areas to a suitable condition. 8. Supervise contracted employees performing services under this order at all times. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work, specifications, and contract documents. 9. Coordinate all travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem in accordance with all federal travel regulations. 10. Provide a proposed work schedule in the form of a graph or chart indicating the proposed work schedule for the phases of the work. In order to track the progress of the contracted work, the schedule should include beginning and ending dates of each phase. The Contractor is advised to visit the site and verify all existing conditions and measurementsprior to submitting a quote. Site visits will be coordinated with the Park Point of Contact (POC), with the approval of the Contracting Officer (CO). The solicitation, plans, and specifications are expected to be posted on or about July 1st 2019 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by July 1st, 2019 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days once posted. This is a Presolicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a proposal to be considered by the Agency. posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The contracting office will not provide hardcopies or email copies of the solicitation. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote. THESE REGISTRATIONS WILL BE COMPLETED BEFORE TIME OF AWARD.
