Description
Project 589A6-21-212 Bldg 160 Replace Walk-In Refrigerator Units The Department of Veterans Affairs NCO 15 Contracting Office c/o Dwight D. Eisenhower VA Medical Center (VAMC) 4101 S. 4th St Trafficway, Leavenworth, KS 66048, seeks to award a single Design-Build contract for repair of Domiciliary Refrigeration Units. Project is for Building 160 Domiciliary kitchen at the Dwight D. Eisenhower VA, Leavenworth, Kansas. This is a turn-key project. Project is to replace three (3) existing walk-in refrigeration boxes and two (2) freezer boxes with stainless steel structured units, along with all support systems. This will include demolition of existing structure/floor and construct new, all new line- sets from the units to the compressors, new compressors/condensers, with a new structural floor. Electrical requirements consist of: replacing all wiring circuits and switches associated with the walk-in boxes, replace circuits to evaporators and defrost controls, replace Johnson Control sensors and branch wiring to control distribution boxes, relocate sensors to optimum location in room, add high pressure cut-out/lube oil/compressor status to condensers from Johnson Controls (may require the addition of an additional Johnson Control panel). For the duration of the project, it will require the lease of 3 53 dual temp control refrigerated trailers to keep the service line in operation. Scope of work: Demo old existing walk-in boxes. Cooler Boxes #1,2,3 & Freezer box 1,2. Demo the refrigeration systems to the walk-in Coolers #1,2,3. Demo the refrigeration systems to the walk-in Freezers #1,2. Demo of the electrical will be required for the walk-in boxes listed above. Remove the old condensing units to the above listed walk-in boxes & electrical. Contractor will provide dumpsters to remove old walk-ins and debris The electrician will have to run power to the new refrigeration condensers or rack if that option is selected. Clean and reuse existing condenser pad for new condensers or rack if selected. Clean floors for the installation of the new walk-in boxes. Cooler #1,2,3. Freezer walk-ins #1,2. Fill with concrete voids where the old existing walls were recessed into concrete to level floor even with the existing tile floor. Install new Stainless walk-in boxes with insulated floors over existing insulated concrete floors. The existing insulated floors are to be replaced. Install new refrigeration systems for the walk-in coolers 1,2,3 & freezer walk-ins #1,2. Install new refrigeration copper lines (type L copper) to all refrigeration systems. Insulate all the suction lines will be insulated with 1 on freezer and ¾ on the coolers. All insulation outside will be covered with PVC jacketing to protect it from the elements. Remove and replace existing refrigeration racks with new. All refrigeration piping will be properly supported per trade standards. All refrigeration piping will be purged with nitrogen during welding or brazing process. All refrigeration systems will be nitrogen pressure tested for 6 hrs. Vendor will charge the systems with refrigerant and record for each system the amount of refrigerant in weight per system. All refrigeration systems will be labeled accordingly to each walk-in box. Install LED lights for all units for energy savings and code. Complete refrigeration systems start up and make all required adjustments. Request commissioning by certified manufacturers agent of all completed work. Construction magnitude is $500,000.00 - $1,000,000.00. The NAICS 238220 - Plumbing, Heating, and Air-Conditioning Contractors with a size standard of $15.0 million. The small business size standard is $15.0 million. The Period of Performance is expected to be 120 days for completion of this project. This includes design and build. The solicitation is 100% set-aside to Service Disabled Veteran Owned Small Business (SDVOSB), as a Request for Proposal (RFP) for a firm fixed-price, contract for a non-commercial item. Selection of an offeror for contract award will be made on the basis of an assessment of each offeror s response to the Request for Proposal (RFP). As a Request for Proposals (RFP) based on Lowest Price Technically Acceptable (LPTA) Source Selection Process, in accordance with Federal Acquisition Regulation (FAR) Part 15.101-2, the VA will make the award based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The Five (5) evaluation factors for determination of technical acceptability consist of: 1. Relevant Past Performance (Both Design and Construction); 2. Technical Construction Experience of Prime Contractor 3. Technical Qualifications of Proposed Staffing 4. Technical Qualifications of Proposed Design Firm 5. Provide Contractor Safety Plan NOTE: Failure to comply with the RFP requirements will raise serious questions regarding an Offeror s technical ability to perform the services and may be grounds to eliminate the proposal from further consideration for contract award. The completed SF 330 will be evaluated by the Dwight D. Eisenhower VA Medical Center (VAMC) 4101 S. 4th St Trafficway, Leavenworth, KS 66048 Evaluation Board in accordance with FAR 36.602-5(a) and the selection report shall serve as the final selection list, which will be provided directly to the Contracting Officer. The Government will not pay nor reimburse any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Award of any resultant contract is contingent upon the availability of funds. There has been no previous solicitation posted for this requirement. Qualified vendors must thoroughly review the attached solicitation with specs and drawing and provide a detailed response by the solicitation response date and must be registered in the SAM data base. All qualified vendors must provide a complete response to each solicitation technical evaluation factor and priced line items as requested. During the performance of this contract the Contractor is prohibited from using any individual or business listed on the List of Excluded Individuals/Entities. E-VERIFY SYSTEM: Companies awarded a contract with the federal government shall be required to enroll in E-Verify within 30 days of the contract award date. They shall also need to begin using the E-Verify system to confirm that all of their new hires and their employees directly working on federal contracts are authorized to legally work in the United States.
