- The Department of State, Bureau of International Narcotics and Law Enforcement Affairs is interested in conducting market research for potential qualified and capable firms to provide Program Monitoring and Evaluation Services both CONUS and OCONUS. The Bureau seeks to consolidate all monitoring and evaluations under one vehicle and has determined a multi-award Blanket Purchase Agreement (BPA) will be the most effective method of procuring these services.
