- Defense Logistics Agency Energy (DLA Energy) has a requirement for Contractor Owned and Contractor Operated (COCO) and Government Owned Contractor Operated services at 29 Palms, CA using best commercial standards. The contractor is responsible for all personnel, equipment, material, and facilities necessary for providing these services, while employing the best commercial practices and guidelines including, but not limited to Local, State, and Federal guidelines. Furthermore, the contractor provides all labors, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products.
