Page 4 of 4 Introduction:  In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2), this Sources Sought Notice is issued for market research and information purposes only, and shall not be construed as a solicitation or as an obligation. Project Description: The Veterans Health Administration (VHA), Network Contracting Office 1 (NCO1) is conducting a market research and seeking an experienced, licensed, and authorized Contractor to remove a Cyclotron and return three rooms to a safe standard for unrestricted usage. The Contractor shall work with the VA-Connecticut Radiation Safety Officer (RSO) from the planning phase to the completion of all work. The requirement includes safely and securely decommissioning, dissembling, removing and disposing hazardous wastes. This work needs to be completed without damaging the new MEG scanner adjacent to the location where the work will take place. Delays caused by inexperience or a Contractor that does not understand the complexity of this project will cause an interruption to patient care services and hospital operations in the adjacent PET/CT scanning facility. Requirements: Due to the safety and regulatory concerns involved, personnel performing this work and those supervising the workforce must be approved by regulatory agencies based on having had broad and in-depth education and safety training. They must have specific experience decommissioning a Cyclotron, removing and successfully disposing hazardous materials. The Contractor shall have hands on experience and have successfully decommissioned at least 3-6 Cyclotrons [RDS 112] within last six years. The Contractor shall have the knowledge, expertise, manpower, tools, transportation, licenses and resources to decommission and remove the Cyclotron, and dispose of all hazardous materials. The Contractor shall provide decommissioning and removal plans, transportation and disposal plans. All plans must be pre-approved by the National Health Physics Program and the US Nuclear Regulatory Commission. The Contractor is responsible for: Nuclear Regulatory Commission (NRC) or Agreement State license that specifically gives them authorization to decommission cyclotrons, and dispose all hazardous wastes in accordance with local, state, and federal regulations. Complete demolition, removal, and construction of all affected walls, floors and ceilings. Complying with all federal and state regulations, including but not limited to CT Department of Energy and Environmental Protection (DEEP), Nuclear Regulatory Commission (NRC) and National Health Physics Program (NHPP). Providing trained Cyclotron technician(s) and certified riggers who are experienced with and have proper equipment for moving hazardous materials. Identifying approved facilities where they will store the hazardous wastes until final disposal at no added cost to the government. The Contractor shall not return hazardous wastes back to the VA facility from the final disposal site. Everything must be surveyed for the mandatory characterization and identification of the specific hazardous material and the quantities present. This is not the typical laboratory close out survey. There will be a wide range of unusual elements present, and those doing the work must be knowledgeable about these materials and the hazards that they can pose to themselves and others in the area. [These may include Mn-54, Zn-65, Co-60, Fe-55 Eu-152 and other long-lived hazardous elements.] The workforce must isolate hazardous versus non-hazardous materials for cost effective disposal. After all hazardous materials are removed, the contractor must perform a comprehensive decommissioning survey in compliance with NRC regulatory decommissioning survey requirements. The contractor must use proper chain of custody for any samples taken for analysis and must compile all survey results and maps in a final decommissioning report that meets regulatory requirements, including NHPP. The written report will need to be submitted for and pass regulatory review, so that VA-Connecticut (VACT) is granted free release of the entire Cyclotron room. Any concerns or questions from a regulatory agency will need to be addressed by the Contractor. The Contractor must provide radiation monitoring dosimeters for their workers on site at VACT for this work. The Contractor must provide all protective clothing, respiratory protection, hard hats, gloves, foot protection, etc. for workers as well as provide all tools, equipment, decontamination materials and hazardous waste shipping containers. The Contractor shall explain specifically how activated materials will be safely cut to be put into approved storage and transportation containers, and secure all hazardous materials removed to prevent lost or theft. The Contractor must account for proper disposal of all materials removed and must pre-confirm with the RSO any plans for recycling of any removed materials. Procurement Information: The Government intend to compete this project and award to a qualifying entity under firm-fixed-price contract. The anticipated solicitation will be issued as a Request for Proposal (RFP) in accordance with FAR Part 15. However, the results and analysis of the market research will conclude the determination of the procurement method. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. A solicitation will follow upon completion of market research and its findings. The North American Industry Classification System (NAICS) code 562211 (size standard $38.5 million) applies to this procurement. The duration of the project is currently estimated at 180 calendar days from the issuance of a Notice to Proceed.   Capability Statement: Respondents shall provide a general capabilities statement which includes the following:   1) Company name, DUNS number, address, point of contact information, and must address all the requirement criteria listed above. 2) Company business size based on NAICS code 562211, business type (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.) 3) Statement of Interest in the project: It is requested that interested contractors submit a response electronically of no more than (5) single sided pages that addresses the above information. This response must be submitted as a single application-generated (not scanned) PDF document that is less than or equal to 4MB in size. Please note that hard copies will not be accepted. Responses shall be submitted via email to the primary point of contact listed below by June 24, 2019 at 4:00 PM ET.   The Capability Statement submitted in response to this Sources Sought shall not be considered as a bid or a proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. After completing its analyses, the Government will determine whether to limit competition among small business categories or proceed with full and open competition.   At this time, no solicitation exists. If a solicitation is released, it will be synopsized on FedBizOpps at https://www.fbo.gov.
