Description
The Naval Facilities Engineering Command Engineering and Expeditionary Warfare Center (NAVFAC EXWC), Port Hueneme, CA intends to solicit and negotiate a Sole Source, Firm-Fixed-Price order with Gartner, Inc. to obtain support on Navy Information Management/Information Technology (IM/IT) Strategic Plan, NAVFAC IT Financial Management, Cyber Security, Cloud Computing, IT Modernization, Enterprise Architecture (EA), the NAVFAC Digitalization, Industrial Control Systems (ICS) Security, Supervisory Control and Data Acquisition (SCADA) Security, Information Assurance, Records Management, Portfolio Management, Human Capital Management/Community Management Strategy through the use of IT research, as well as vendor-sponsored training events at specific locations. The requirement includes access to an IT database or library which contains scholarly articles and other documents on the subject, assistance services to enable the NAVFAC CIO and Deputy CIO to meet with the vendors subject matter experts to consult and strategize, as well as, obtain training for its staff. Accordingly, the vendor must have a Top Secret Facilities Clearance for the location in which these discussions will take place. Additionally, the contractors personnel, who is equivalent to the vice president and/or director level experience in Information Technology, shall also have a Top Secret Security Clearance to support the CIOs Cybersecurity sector. The authority for the use of this sole source action is FAR Part 8.4 Federal Supply Schedule contract: the authority for use of limited sources when placing orders and restricting consideration of an item peculiar to one manufacturer (e.g., a particular brand name, product, or a feature of a product, peculiar one manufacturer) is found at FAR 8.405-6(b). This notice of intent is NOT a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining the market place for future procurements. The Government will not pay for information submitted. This will be the only notice of the Governments intent to solicit against Department of Defense Enterprise Software Initiative (DoD ESI) agreement N66001-19-A-0049, negotiate, and award to one source to satisfy this requirement.
