REQUEST FOR INFORMATION Sourceless Radiation Detection, Indication and Computation Training Aid (SRTA) Classification Code: A - Research & Development Contracting Office Address N00174 Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, 4072 North Jackson Street, Indian Head, MD 20640 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for, or suffer any consequential damages for, any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. Description The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Indian Head, Maryland is interested in current technology that can replace the use of real nuclear, radioactive isotopes or material during personnel training on Radiation Detection, Indication and Computation (RADIAC) search, detect, and identify tools or devices. The focus of this RFI is on the elimination of the hazards, logistics and lead time associated with small check sources or nuclear material for realistic scenario training, by providing the user with an alternative training device, method or procedure to simulate a nuclear threat. Currently the Joint Explosive Ordnance Disposal (JEOD) community and other first responders, train for events involving the use of RADIAC sensors by conducting scenarios involving small, exempt quantity radioactive isotope check sources as targets or suspect packages. These sources only work well for functional checks of equipment, but do not present a realistic source for conducting standard operating procedures (SOP) in search, detect, and identify missions. With the use of larger nuclear sources, the user is concerned with unnecessary exposure or the risk of continued exposure to radioactive material. Apart from health concerns, these type of sources involve more control, tracking, certifications, and logistical coordination with authorities and regulatory bodies. They limit the places the training could be accomplished, which hinder the ability of users to just conduct field training. NSWC IHEODTD is seeking to replace the use of real radioactive sources with a technology that will enable the user to conduct their search, detect, and identify missions with training tools that simulate, emulate, or use other types of signal sources to closely resemble the actual measurements, haptics, sounds, and form factors that would be experienced using real threats, so as to carry out training with a realistic load-out and SOP. This need applies to training scenarios for dismounted patrols arriving on scene or being deployed to areas of contamination and post blast scenarios of radioactive materials. The key technical capabilities desired are as follows: 1. Training tool representative of a Personal Radiation Detector (PRD) that reacts to a signal source relative to distance, orientation, and source radiation level. 2. Training source device or emulator/simulator which will represent a radiation source, adjustable to desired training scenarios created by instructor. 3. Training tool representative of a Radionuclide Identification Device (RID) that will measure, display, alert, and identify in response to the training sources created by specifications of an instructor. 4. It is desired, but not required that the detection and identification devices be as realistic as possible, having the same interface, form factor, shape, and weight as commonly used RADIAC tools. The display menus, buttons, haptics, and sounds should be incorporated into the training unit, as to promote proper use of the real devices. This RFI solicits vendors' information on commercially-available technology that could be directly applied, or readily integrated, to meet user requirements. Submissions should fully explain technological features, capabilities, and performance. Commercial, non-developmental, and developmental systems may be submitted. If a vendor does not have a current solution but has a concept that could meet requirements, submit the concept to include the strategy, risks, and challenges it would take to get to a field ready solution. Submissions Information may be provided in the form of white papers, test reports, PowerPoint presentations, brochures, and specification sheets. Replies must be received no later than 12:00 PM EDT, 28 June 2019. Include the RFI number in the email subject line. Each submission must include a cover page to include the business name, cage code, DUNS number, business size, RFI number, unique title, technology area(s), names, addresses, telephone numbers, and email addresses of technical / business points of contact. Technical Description Format All interested sources shall respond by providing capability statements outlining technical specifications and a technical summary. The capability statement shall include the following information, as applicable: 1. System name and model. 2. System picture, diagram, or line drawing. An image, or notional image of the system, preferably a view that gives a fair representation of the system size. 3. Technology. Provide a brief description of the technology used by this product consisting of the technology title and 10 or less descriptive sentences. 4. System Parameters. Provide specifics on how the system meets the parameters identified. 5. Effectiveness. Describe the system's effectiveness and the expected end result (i.e., frequency of operation, receive sensitivity, etc.) to include information indicating expected operational performance in indicated environments. 6. Limitations/Hazards/Special Requirements. State any special limitations, hazards and/or special requirements such as power sources or operating temperatures and their respective characteristics. 7. Special Features/Capabilities. Summarize any special features or capabilities not contained herein that improve the overall ability of the system to meet performance or operational requirements. 8. Narrative of System Employment Concepts. Include the conceptual mechanism by which the system accomplishes its functions and detailed employment of techniques/methods. 9. Provide a rough order of magnitude (ROM) cost and schedule for the development of a new or modification of an existing system. Include any projected end unit cost.
