Description
Page 2 of 3 The Department of Veterans Affairs (VA) and the VA Black Hills Health Care System plan to issue a Request for Proposal (RFP) to obtain Health Care for Homeless Veterans services to eligible beneficiaries. The VA anticipates one fixed-price contract award. The Contractor shall provide services in accordance with the specifications contained in the Performance Work Statement in the attached RFP 36C263-19-R-0091. This is a COMBINED SYNOPSIS/SOLICITATION notice for commercial services prepared in accordance with VAAR 873 procedures, supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation will be an unrestricted acquisition. The due date for proposals is 12 July 2019 at 5:00 PM CST via email to matthew.dale3@va.gov. The solicitation contains requirements for a 12-month base year with four (4) twelve-month options to renew. Service will begin no later than 30 September 2019 (or date of award). The Offeror is responsible for downloading all documents including amendments without further notification from the VA Contracting Officer. The RFP must be completed in its entirety and included in the response. Proposals must be submitted in writing to the issuing office, be in accordance with the preparation instructions outlined in the solicitation, and be timely. It is the responsibility of the offeror to ensure their proposal is received in full by the Contracting Office before the solicitation closes. Late proposals will not be accepted. The North American Industry Classification System (NAICS) code assigned to this procurement is 624221 "Temporary Shelters," with a size standard of $11.0 million. Offerors will be evaluated on technical ability, past performance, and price. Contractors must be registered in the System for Award Management (SAM). Lack of registration in the System Award Management (SAM) database (www.sam.gov) will make a vendor ineligible for award. https://www.sam.gov/ This solicitation incorporates provisions and clauses in effect through FAR, VAAR and Federal Acquisition Circular 2019-02. It is the contractors responsibility to be familiar with the applicable clauses and provisions.
