- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 140P4319Q0029 and is issued as a Request for Quote (RFQ) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 13, Simplified Acquisition Procedures and FAR Part 37, Service Contracting. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01 dated January 22, 2019. The FAC and FAR are available at https://www.acquisition.gov/FAR. The Dept. of Labor's Service Contract Labor Standards Wage Determination Numbers 15-4045 (Rev.-11) and 15-4075 (Rev.-9) dated 5/21/19 and 4/30/19 respectively (attached) are applicable to this combined synopsis/solicitation. This RFQ is issued as a total small business set-aside. The North American Standard Industrial Classification System (NAICS) Code is 562111, Solid Waste Collection, with a U. S. Small Business Administration size standard of $38.5M. A current Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov/portal/public/SAM/ (formally CCR and ORCA). Offerors must ensure that they are self-certified under NAICS Code 562111 in the Representations and Certifications portion of SAM prior to award of any contract. This is a Firm Fixed Price Request for Quote (RFQ) provide two (2) 30 yard dumpsters with disposal services for the collection of construction debris and waste at the Cape Cod National Seashore in the towns of Wellfleet, and Provincetown, Massachusetts. This solicitation is for a base year plus four (4) Option Years. The two (2) dumpsters will be placed at two different locations and pick-ups required in each option year are four (4) at each location for a total of eight (8) pick-ups per year.The awarded contractor shall be responsible for providing all supervision, labor, materials, equipment required to complete this work in accordance with the Statement of Work (Attachment 0001) and the applicable Service Contract Acts (Attachments 0002 and 0003). Contractors shall complete both the Standard Form 1449 and the offer schedule and submit proposals electronically to Todd Scola at Todd_Scola@nps.gov. Proposals are due on July 15, 2019 at 3:00PM local prevailing time. Questions shall be submitted via email to todd_scola@nps.gov. NOTE: Amendment(s) to the solicitation answering any questions relative to these documents will be posted at the Federal Business Opportunities (FBO) website (https://www.fbo.gov), with a link to FedConnect (https://ww.fedconnect.net) where attached documents may be accessed. The period of performance for the base period is August 1, 2019 to July 31, 2020 followed by four option years, August 1 ¿ July 31. The Government anticipates awarding a Firm-Fixed-Price (FFP) contract resulting from this RFP to the responsible offeror whose offer, conforming to the RFP, will be most advantageous to the Government based on price and price factors only.
