RFQ: 36C256-19-Q-0504 Questions and Answers for Chemical Water Treatment Question #1: Starting November 2018 to May 2019 the steam boiler soft water to returned condensate percentage changed dramatically versus December 2017 to April 2018. Could you provide more detail on why this is occurring? Answer #1: The heating water converters in the hospital developed leaks which increased the amount of hard condensate that was returning to the plant. We have since cut out the condensate coming from the main hospital until the water heaters and the steam converters are replaced. Question #2: During the walk through it was discussed that it has been a while since the chilled loop and hot loop have been treated. Please confirm that in Year 1 of the contract the Michael E. DeBakey Veterans Medical Center (MEDVAMC) is requesting that the systems be charged with proper chemical levels and the quote for the subsequent years only be the maintenance dosage based on the water losses provided? Answer #2: It is correct that the closed loops have not been treated in a while. The performance work statement calls for the treatment of the chilled water loop in the first year of the contract. Subsequent years will be a maintenance dosage based on water losses provided. We will continue working diligently to reduce the make-up required in these systems. Question #3: Can hot loop water losses be provided? Answer #3: The make up for the hot water is at 35 percent but that will be reduced within a year due to repairs to major heating components. Question #4: Could you provide service expectations with regards to the ENVIROTOWER? Answer #4: Please see ATTACHMENT G: ENVIROTOWER O&M MANUAL Section 3.3 Infrequent Maintenance Requirements. Question #5: The Non-Chemical Scale Busters were not in operation and we noticed high head pressures which indicates potential scaled condensers. The RFQ does not have us provide a scale inhibitor but only Azole and Bromine Tabs. Do you want us to provide scale inhibitor control as well? Answer #5: No, the Government does not want the contractor to provide scale inhibitor control. The Azole was used as scale inhibitor in the previous treatment program. Question #6: What maintenance is required for the scale busters? Answer #6: Please see ATTACHMENT G: ENVIROTOWER O&M MANUAL Section 3.3 Infrequent Maintenance Requirements Question #7: Can you tell us how many lbs. of bromine tablets or buckets you use per year? Answer #7: The Government uses 15 buckets of bromine per year.
