Description
The services specified in this Pre-Solicitation Notice have previously been referenced in a Sources Sought Notice that referenced solicitation number N0018919RZ073. The anticipated release date of the solicitation for this requirement is on or about 1 July 2019. The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire on behalf of the Office of the Chief of Naval Operations (OPNAV), Executive Senior Program Consultant Services. The requirement is to support N80 in turning its strategic vision and guidance into a defendable and balanced Program Objective Memorandum (POM) through thorough analysis and reports. The contractor shall be capable of providing sound counsel for N80 in balancing the POM based upon limited resources and numerous requirements. The N80 staff develops and implements procedures to collect, evaluate, and devise funding strategies to meet the programmatic priorities of the DoD, Secretary of the Navy (SECNAV), Chief of Naval Operations (CNO), Fleet and Fleet Combatant Commanders. N80 also serves the OPNAV staff by conducting the Resources and Requirements Review Board (R3B) to review and approve major program requirements and resolve cross-sponsor issues. The contractor shall support all aspects of program development, and management for OPNAV N80. The analytical and management efforts described in this Performance Work Statement (PWS) focus on the Navy Planning, Programming, Budgeting, and Execution (PPBE) in the following six areas: Ship and Submarine; Aviation; Expeditionary Warfare; Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR); Operations and Maintenance; and Manpower. The focus also includes Navy strategy and fiscal analysis, planning and communications. The Contractor will assess Navy-wide impacts of programmatic changes to infrastructure, major acquisition programs, or operational and maintenance accounts. Contractor will perform an analysis of the impact of potential programmatic impacts of funding reductions to readiness and capabilities. The impacts of any changes will be assessed in terms of capabilities, requirements, and readiness. When there are impacts in any part of the readiness production process, or when funding reductions could produce gaps in the readiness of forward-deployed forces, contractor will identify and propose mitigation strategies and develop solutions for meeting mission requirements. Contractor shall conduct analysis in the areas of capability development. Contractor shall identify and analyze capability gaps created by programmatic changes, assess technologies, processes, and infrastructure solution sets to fill identified gaps. Contractor shall assist in the development of executive level documentation to establish programming processes and convey analytical assessments. The required services shall be procured through a total small business set-aside competitive acquisition. The services are anticipated to begin 26 September 2019 (or date of award) through 25 September 2020 with two option periods thereafter. The NAICS code is 541611 and the size standard is 15 million. This will be a firm fixed priced contract. The policies contained in FAR Part 12, Acquisition of Commercial Items, will be used.
