- Subject to FAR Clause 52.215-3, entitled Solicitation for Information of Planning Purpose, this announcement constitutes as a Sources Sought for information that will allow the Government to identify interested sources capable of meeting the requirement. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), Request for proposal (RFP), Invitation for Bid (IFB), or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to this Sources Sought. The Government does not intend to award a contract on the basis of this Sources Sought, or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. The Government plans to procure these services as Commercial Item as defined in FAR 2.101. The anticipated Indefinite Delivery/Indefinite Quantity commercial type contract with Firm-Fixed Price provisions will be for Educational Support Services under NAICS 611710 with a size standard of $15M. It is anticipated that the period of performance for this requirement will be a (5) year ordering period that is estimated to commence on 30 September 2019. Background: This instant requirement is to provide Applied Suicide Intervention Skills Training - Training for Trainers (ASIST T4T) courses, safeTALK Training for Trainers (safeTALK T4T) courses, and related training materials to train and equip key Navy personnel as part of the Navy Suicide Prevention Program, Naval District Washington, fleet concentration areas, and other areas in the CNIC enterprise. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform services supporting the Navy Suicide Prevention Program as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in the PWS. The NAVSUP Fleet Logistics Center (FLC), Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive acquisition strategy for support services detailed above and in the attached PWS. Reponses to this Sources Sought request should reference N0018919Q0331 and shall include the following information in this format: 1. Company name, address, point of contact name, phone number, fax number and email. 2. Contractor and Government Entity (CAGE Code) and Dunn and Bradstreet Number. 3. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 4. If the services can be solicited from a GSA or SeaPort-e contract vehicle, provide the applicable contract number. 5. Capability statement addressing the following items: Contractor ™s ability to provide the required services specified in the PWS. Contractor ™s relevant past performance information on same/similar work within the last 5 years. Please include in the past performance information the contract number, dollar value, and period of performance for each contract referenced, and detail how these contracts are similar in scope, complexity, and magnitude to this requirement. Contractor ™s strategy to provide the required services and any other supporting documentation Documentation of technical expertise and experience and strategy must be presented in sufficient detail for the U.S. Government to determine that your company possesses the necessary capability, expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed ten (10) standard typewritten pages in no less than 12 size font. All technical questions and inquiries maybe submitted within the response. Responses must be in English.
