- This is a notice of intent to award a sole-source contract on behalf of the Naval Medical Research Unit Dayton (NAMRU-D) and is not a request for competitive proposals. However, if interested, Government shall consider all responses. The Naval Health Research Center intends to solicit a proposal and enter into a contract with Kore Technology LTD, 5 Bartholemews Walk, Ely, Cambridgeshire, CB7 4EA, United Kingdom. The statutory authority for this sole source procurement is 10 U. S. C. 2304(c)(1) per FAR 6.302-1(c). Naval Medical Research Unit Dayton will be procuring the following items from Kore Technology LTD: Item 1: MS-200 Portable Mass Spectrometer A complete MS-200 comprising mass analyser, laptop-PC, operating software and spares (including Nafion dryer pack). The MS-200 is supplied with a standard double membrane concentrator inlet system. The inlet gas line is a standard 0.125" Swagelock fitting. The data system includes mixture analysis software using a library of compounds that is definable by the user. A spares parts kit with consumables like peristaltic pump tubing and outer membranes is supplied. Item 2: NIST database Kore is a licensed re-seller of the NIST Mass Spectral Library and Inspection Software. The software currently contains 276,000 mass spectra from more than 147,000 compounds. Mass spectra from the MS-200 may be exported to the NIST software for further inspection. Also, mass spectral data can be imported from the NIST library to the MS-200 software in order to assist in the creation of MS-200 library entries. This is useful for clients who expect to encounter unknown compounds and will need to identify them. NHRC requires that all contractors doing business with the Acquisition Office must be registered with System for Award Management(SAM). No award can be made unless the vendor is registered in SAM.
