- The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific), intends to negotiate on a sole source basis with RPMC Lasers Inc., located in O Fallon, MO for two (2) Onda 1064 short pulse lasers. RPMC Lasers Inc., CAGE Code # 35EM2, is classified as other than small business. This equipment will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The mission of NIWC Pacific is to enable Naval, Joint, National, and Coalition war fighters with information dominance through research, development, delivery, and support of integrated capabilities. As such, it is essential SPAWAR provide the necessary equipment and services required for our warfighters to be successful in these efforts. The short pulse lasers will be used to build a portable demonstrator for intelligible voice generated by laser-induced plasma. The project deliverable is to produce a portable intelligible voice demonstrator with the key being portability. As such the air cooling, size and weight requirements include: Passively air cooled laser head - no water cooling or external cooling mechanism required; 2 ns pulse width capability with 1 mJ or more per pulse at that pulse width; Repetition rate continuously variable from 100 Hz to 8 kHz while maintaining the previous pulse characteristics at all rates (greater than or equal to 400kW peak power capability); Pulse-to-pulse amplitude control from off to full power at rates up to 8 kHz and maintain the pulse specifications previously called out; Linear polarization (100:1 minimum) available in both horizontal and vertical orientations (one laser needed with each orientation); 1064 nm wavelength laser output; free-space coupled output with beam quality M^2 < 1.5; less than 10 lbs per laser unit (not including power supply or control module); and small size (<150 cubic inches each) laser head units. The lasers must meet these specifications in order to achieve the physical threshold and controllability for the generation of speech modulated through a laser induced plasma. RPMC Lasers Inc. is the only know source that can provided the requested equipment. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
